General context of the project

INTERSOS is a humanitarian organisation founded in 1992, working on the frontlines of crisis situations. In its countries of operation, INTERSOS intervenes to assist the most vulnerable populations affected by conflicts, extreme poverty, natural and manmade disasters in challenging and hard-to-reach areas, where the humanitarian needs continue to be the greatest and where the humanitarian presence is often weak. In such contexts, INTERSOS focuses on providing forcibly displaced populations and host communities with life-saving humanitarian assistance, in the areas of Protection, Health & Nutrition, as well as WASH and Shelter.

General purpose of the position

The Regional Finance Coordinator is responsible for the coordination and monitoring of accounting, financial and economic processes of the area of competence ensuring strict respect of deadlines and compliance to INTERSOS guidelines, financial standards and procedures. Contribute to the decision-making of overall management of the Organization by providing timely and accurate data to the Deputy Director of Finance and Regional Director.

Main responsibilities and tasks

Compliance

· Assess rules and legal constraints of donors and enforce a reliable system to respect regulations and compliance

· Guarantee adherence to INTERSOS procedures and tools

· Ensure missions respect deadlines and reporting system

– Support the Finance Coordinators for the audit process at the Mission level and follow up on the implementation of the audits’ recommendations.

Data monitoring, consolidation and reporting

· Overview accuracy of missions accounting data with the support of the Regional Controller

· Monitor relevant economic and financial indicators in agreement with Regional Director

· Consolidate data as required by the Model and designed by the HQ Finance department

· Report every quarter to the Deputy Director of Finance

Economic Sustainability

· Control the sustainability of missions’ annual budget and follow up on a monthly basis the sustainability indicators by pointing out variances or critical issues

· Verify sustainability of project proposals in compliance with cost recovery strategy identified by the Organization

Management of Finance staff

· Submit staff requests to HQ for finance positions after verification of budget coverage

· Promote effective communication with finance staff and foster personnel development of national and international team

· Organize regional meetings with Country Finance Coordinators in order to harmonize work practices, share experiences, build capacities, roll-out new tools

· In case of Country Finance Coordinator vacant positions, identify best solutions to assure the running of activities in the missions deploying roving finance staff, Regional Controller or acting temporary as Country Finance Coordinator, either remotely or visiting the missions

· Prepare technical Internal Performance Review (IRP) of supervised finance staff

Education

  • Bachelor’s degree in finance, accounting, business administration, economics, or a related field;

Professional experience

  • 5 years of relevant experience in the Humanitarian or Development sector in the Finance / Accounting or Grant Management;
  • Experience in managing finances across multiple locations or countries is desirable.

Professional requirements

  • Strong financial analysis and reporting skills;
  • Proficiency in accounting software and Microsoft Office Suite (especially Excel)

Languages

  • Working knowledge of English and French is mandatory
