Responsible for advocacy, communication and social mobilization PROPEL ADAPT At Action against the Hambre España

GENERAL OBJECTIVE OF THE POSITION

The overall objective of this position is to contribute to the implementation of the PROPEL ADAPT project, and more particularly to facilitate advocacy and community mobilization activities.

In this context, the stakeholder engagement manager’s role is to:

  • Ensure the implementation of the PROPEL ADAPT project strategy.
  • Ensure a quality approach in the implementation of the project.
  • Contribute to strengthening the capacities of project stakeholders and local NGOs in advocacy and gender integration.
  • Ensure coordination of advocacy activities in the respective regions of intervention and between regions.

SPECIFIC OBJECTIVES OF THE POSITION

Objective 1: Ensure the implementation and implementation of project advocacy actions according to a quality approach

  • Propose and develop technical approaches for implementing activities in the project intervention area in close collaboration and coordination with the technical coordination.
  • Ensure adequate and continuous planning of activities in collaboration with the technical coordination and other staff in charge of the specific advocacy aspects of the various projects and ensure that the implementation of activities is done in accordance with this planning.
  • Regularly report on the progress of the project, report any problems in the implementation and be a force for proposing solutions and actions to resolve any problems that may arise.
  • Contribute to the development of any technical document related to the project (TORs, protocols, questionnaires, monitoring sheets, technical reports, action plan, etc.), with the project technical team and technical coordination.
  • Identify training needs of the project team and local partners based on on-site assessments and observation.
  • Participate in Base and Mission coordination meetings as well as regular project team meetings.
  • Participate in updating the monitoring, evaluation and learning plan for activities and participate in its implementation in collaboration with the MEAL department as well as the project teams and Bases/sub-Bases, national implementing NGOs/CSOs and other stakeholders.
  • Contribute to the capitalization of the project.
  • Contribute to project communication in collaboration with dedicated staff.
  • Participate in the production of various technical reports.
  • Contribute to the development and implementation of the project exit strategy.

Objective 2: Ensure the administrative, financial and logistical management of the project’s advocacy activities

  • Ensure compliance with administrative, financial and logistical procedures relating to the implementation of the project’s advocacy and gender activities.
  • Ensure timely, proper administrative and financial management of activities in coordination with project and support teams (purchase forecast, cash flow forecast, budget monitoring and control of expense allocation, etc.).
  • Participate in the preparation of the weekly/monthly schedule of activities and field trips in consultation with base managers and logistics.
  • Identify, report and prevent potential problems or constraints.
  • Ensure good working relationships with support departments (logistics, administrative and financial and HR).
  • Ensure compliance with archiving plans for technical justifications for all activities.
  • Support the audit manager during audit missions commissioned by the mission, headquarters or the lessor.

Objective 3: Ensure monitoring and evaluation of project activities, in conjunction with the database monitoring and evaluation team

  • Pre-validate message content for social networks.
  • Monitor Internet users’ feedback on publications and ensure that their questions are answered.

Objective 4: Meet the donor’s communication requirements

  • Contribute to ensuring monitoring of project activities with the MEAL department, and participate in the implementation of the MEAL plan and the project Results Framework.
  • Support national NGO/CSO implementation teams for the proper use and implementation of action monitoring tools.
  • Participate in self-assessment and evaluation of actions (field missions, interviews/focus groups, regular debriefings with field agents, etc.), in monitoring-evaluation missions of donors and partners as needed.
  • Participate in the organization and facilitation of capitalization and learning workshops.
  • Promote and contribute to the evaluation of the impact of the project (external evaluation).
  • Promote and contribute to learning and quality improvement (internal evaluation and joint visits).
  • Support the implementation of complaint mechanisms aimed at transparency and project ethics, particularly with stakeholder communities.
  • Support the conduct of Baseline, Endline surveys.
  • Produce documents on project success cases relating to advocacy, governance and gender.
  • Contribute to writing the mission’s project proposals, particularly those that complement the project.

CANDIDATE PROFILE

Training

Degree / Level of study: Bac+4 or Master in a sector related to development. Alternatively a Master in political science, social sciences, health/nutrition, WASH, Gender, Management and project management.

Specific technical knowledge

  • Knowledge of multi-sector project management.
  • Knowledge of the agricultural sector and its key players (including interprofessional organizations).
  • Proven knowledge in advocacy and lobbying.
  • Proven knowledge of gender equity and inclusion.
  • Knowledge of citizen control of public action (citizen monitoring).
  • Knowledge of decentralization in Mali and local governance tools.
  • Good knowledge of public policies and institutional frameworks for health/nutrition, mutualities and social protection, agriculture and gender.
  • Knowledge of monitoring, evaluation and learning.
  • Knowledge of social mobilization.
  • Communication skills

Experience (Year)

At least 5 years of field experience in advocacy and/or 2 years on gender or in one of the specific technical areas listed above.
