Consultancy – Water Sources Feasibility Study At Norwegian Refugee Council

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with over 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and provides assistance within the shelter, education, emergency food security, information counselling and legal assistance, and water, sanitation and hygiene sectors. We work in crises across 30+ countries, where we help save lives and rebuild futures. In the Middle East NRC has over 3000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq, and Palestine.
NRC has been operating in Syria since 2013, with a significant focus on Water, Sanitation, and Hygiene services. NRC Syria is committed to providing the affected population with safe, equitable, and reliable water, sanitation, and hygiene services. Currently, NRC is developing sustainable approaches for its water supply and sanitation services by installing water supply and sanitation infrastructure in the targeted communities and camps.
In Northeast Syria (NES) NRC has operations in Serekaniye Camp (SRK Camp), located 4 km South-east of Hasekah city (36.522685, 40.791079), it was built in late 2020 by the Self administration and is now home to over 16,000 residing in tents and covers an area of approximately 630,500m2.

NRC has been operating in the camp since its establishment, managing essential services such as water trucking, desludging, solid waste management, sanitation facilities maintenance, and hygiene kit distribution. NRC has enhanced service delivery by implementing water and sanitation networks within the camp. Previously, NRC rehabilitated two boreholes within the camp to improve the water supply system. NRC now aims to further explore the utilization of these boreholes for drinking water by assessing their feasibility. This involves confirming the water quantity and quality, and proposing a suitable treatment option that ensures cost efficiency and sustainability.

Purpose and Description of The Study
Aligned with our strategy and commitment to implementing safe and sustainable water supply systems, NRC seeks to contract a consultant to develop a comprehensive feasibility study for a sustainable water supply system in SRK camp. The feasibility study will provide a detailed technical assessment of the available water sources, specifically two boreholes, focusing on both quantity and quality. Additionally, the study should present technical, operational, environmental, and financial options for the utilization and treatment of the boreholes, evaluating whether these options represent the most effective and cost-efficient investment program.

Specific objectives:
• Assess the quantity and quality of water from the two existing boreholes in relation to the drinking and domestic water needs in SRK camp and ensure compliance with WHO and local standards.
• Assess the current status of the boreholes and recommend necessary rehabilitation for civil, mechanical, or electrical equipment.
• Propose a suitable treatment option for the pumped water, ensuring that the selected option aligns with available market solutions in NES.
• Evaluate the cost-efficiency and market capacity of the proposed treatment option.

Scope of Work:
The selected consultant will conduct a feasibility study to assess the capacity, performance, and quality of the water sources, and address any identified quality issues. The consultant will also produce a preliminary plan and budget for implementing a treatment option that aligns with market availability:
