Terms of Reference (ToR) for the recruitment of a consultant trainer: Capacity building of media professionals, youth and women’s associations and CSOs on “Resilience and Information Integrity” (RII)

Background and rationale:
USAID West Africa’s Regional Peace and Stability Program (RPSP) aims to support West African member states’ efforts to address the risks of instability associated with various forms of conflict. The program focuses on conflict and violence prevention, peacebuilding, and interventions to prevent and counter violent extremism in the region.
The programme works with regional partners and governments committed to power sharing and resource redistribution, which are crucial to reducing exclusion, violence and conflict. Interventions will focus on good governance approaches, conflict prevention and response, and P/CVE in selected target countries in the Sahel and coastal West Africa, including Togo.
To strengthen the capacities and commitment of its national partners in Togo, the USAID-PRPS program plans to organize training for media professionals including bloggers and social media influencers, youth and women’s associations and CSOs on the theme of Resilience and Information Integrity (RII)
These terms of reference are part of the recruitment of a consultant to carry out this activity.
Objectives of the consultation:
The main objective of the mission is to design modules and lead a training session on the theme of: “Information, Risks and Innovations in Information (IRII)” for journalists, media professionals, bloggers and social media influencers, youth and women’s associations and CSOs in Togo in order to promote a more reliable and accurate information environment, essential for peace and stability.
Specifically, this will involve:
- Propose a methodological approach to strengthening the capacities of targeted actors on, among other things, resilience and integrity of information, fact-checking techniques, debunking, ethical use of social media, communication for peace and social cohesion, analysis of information risks, the legal and regulatory framework for information management, technological innovations in Information Management, etc.
- Prepare and validate training tools and materials for target audiences.
- Lead the training session in Togo.
- Develop and have validated by DAI a mission report including, in an appendix, all training materials developed and knowledge tests carried out
Progress of the work
The mission that will be carried out by the consultant will take place according to the main phases described below:
- Mission framing
During a meeting that will be organized by the PRPS program management team in person and/or remotely, the elements of the technical offer previously proposed will be discussed in order to finalize the methodological approach for implementing the mission. This meeting will clarify the expectations related to the mission and remove the gray areas raised on both sides. It will also allow the consultant to finalize the framing note including the methodology and the adjusted detailed work plan.
- Development of training tools and materials
Following the framing meeting, the consultant will prepare the training tools and materials on the topics mentioned. He/she will also develop the knowledge assessment sheets (pre-training and post-training) of the participants.
- Validation of training tools and materials
Following the design, the consultant will forward the training tools and materials to the PRPS program management team for review and validation. Any amendments made will be considered prior to training.
Final versions of these deliverables should be provided by the consultant in electronic format. Before launching the training session, the consultant will participate in a preparatory meeting with the PRPS program team to further discuss final adjustments in terms of session preparation.
- Organization of the training session
Following the validation of the tools and materials, a 3 or 4-day training session will be held. The preparation and logistical organization will be provided by the PRPS team and the sessions will be led by the consultant. The sessions will be in French.
- Reporting
An interim report and a final report of the mission will be prepared by the consultant and sent to DAI. The final report will include, as an appendix, the directory of participants trained, the electronic version of all training materials developed as well as the knowledge tests carried out.
DELIVERABLES
The consultant is expected to provide the following deliverables:
- A framework note including the methodology and the detailed work plan;
- All training materials and tools on the chosen themes, in a format adapted to the audience trained;
- Training session reports, including the directory of targeted actors, pre- and post-test knowledge evaluation sheets;
- A final report followed by a note on the capitalization of acquired knowledge to be submitted to the PRPS team no later than two (2) weeks after the training
Qualifications and experience required
The consultant may be an independent person working in West Africa, who has expertise in the field of peacebuilding and conflict prevention and who is available throughout the duration of the mission.
The expert mobilized must have:
- At least a university degree (Bac +4) in communication, journalism, media studies, sociology or any other related field.
- A minimum of five (5) years of experience in carrying out similar missions by presenting your main references, specifying the nature of similar services carried out, the locations, geographical areas, dates of completion, etc.
- Minimum of 3 years of experience in the fields of peace, security, gender and conflict management.
- Proven experience in training facilitation and capacity building.
- Knowledge of regional dynamics in West Africa, particularly in Togo.
- Proficiency in French (written and oral).
- A good knowledge of the Togolese context.

The financial proposal or estimate presented must indicate all costs incurred:
- Working time of the consultant: costs including tax of fees (fees/day)
- Consultant travel expenses (if applicable)
- Reprographics costs;
- Communication costs etc.
The costs of organizing the training, the costs related to the travel of participants to the training location will be covered by the program and should therefore not be included in the quote.
Selection criteria for offers
Applications will be scored on the basis of technical and financial offers. The overall combined score will be 100 points, where the weight distribution will be 70% for the technical offer and 30% for the financial offer.
