Context:

The Regional Office for West and Central Africa provides direct support to the Organization’s crisis-related work including preparedness, response, risk reduction and support to peace, recovery, and peacebuilding processes. The Region is affected by sudden and protracted crises inducing population movements, such as the Central Sahel Crisis and the Lake Chad Basin Crisis; recurring flooding in most countries during the rainy season, as well as the ongoing drought, food insecurity and insecurity in the Sahel region. Most recently, the Sudan crisis has had an impact on the Central African Republic and Chad, with hundreds of thousands of people fleeing from Sudan to neighboring countries.

Under the overall supervision of the Deputy Regional Director for West and Central Africa, the direct supervision of the Senior Regional Emergency and Post Crisis (EPC) Thematic Specialist in Dakar and in coordination with the Humanitarian Operations Division and Peace and Recovery Division in HQ, the Regional Peace and Recovery Officer (Livelihood and Resilience) will be responsible for monitoring and analyzing the regional thematic trends; will provide thematic support to the Regional and Country Offices on project and strategy development. The Regional Peace and Recovery Officer (Livelihood and Resilience) will review and endorse the project proposals and reports related to the EPC thematic area of expertise in the Region and will support with field assessments and operations.

Core Functions / Responsibilities:

1. Identify and develop new strategic initiatives and projects related to Peace and Recovery thematic areas, with a specific emphasis on livelihoods and resilience, peace and recovery community stabilization, solutions for displacement and coordinate such strategic initiatives with internal and external partners.

2. Prepare and ensure timely and quality submission of relevant regional level reports and donor briefs, according to requirements of IOM, donors and relevant stakeholders.

3. Review, endorse and track project proposals, concept notes and reports developed by Country Offices (COs) in the Region with an emphasis on livelihood and resilience, peace and recovery, stabilization, transition portfolios, and maintain regular coordination with relevant HQ Divisions on endorsement, reporting and monitoring of results. Ensure that all endorsed projects are:

a. Consistent with the IOM Constitution, IOM Global and Regional Strategies and the Organization’s policies, thematic guidelines and manuals and any relevant national and/or regional strategies;

b. Coherent, relevant, and feasible, and take into account good practices in the respective migration/thematic area(s);

c. Developed according to IOM’s project development procedures as established in the IOM Handbook on Projects; and,

d. Integrating IOM’s cross-cutting priorities, such as integrity, transparency, and accountability (including accountability to affected populations – AAP); equality, diversity, and inclusion (including age, gender, and diversity considerations, comprising of GBV risk mitigation and disability inclusion); conflict sensitivity; protection centered (including the prevention of sexual exploitation and abuse – PSEA); and considering environmental sustainability.

4. Ensure the provision of targeted technical support to IOM’s Peace and Recovery teams in the Region. Keeping COs abreast on donor policies and funding opportunities surrounding peace and recovery; seek out alternative fund-raising avenues towards expanding IOM’s livelihood and resilience and prevention-oriented work where relevant and identifying shifts in donor’s strategic interests around the Region.

5. In coordination with the COs, conduct contextual analysis at regional and country levels to strengthen the evidence-base for, and design of, peace and recovery programmes.

6. Support the review of Regional Office Strategy and Country Offices Strategies by ensuring they adequately reflect emergency, peace and recovery contexts when appropriate.

7. Monitor and assess inputs from Country Offices on various peace and recovery related issues, including funding, programmes, situation updates, assessments, and other contributions to regional and country level processes.

8. Establish and maintain working relationships with the United Nations, non-governmental organizations and civil society communities. Participate and represent the Regional Office in regional meetings/working groups relevant to the different Peace and Recovery thematic areas and substantively contribute to country-specific or regional initiatives with an emphasis on livelihoods and resilience and information management towards developing common programming principles and approaches and joint programming.

9. Working with the Regional Thematic Specialists (RTSs), support analytical, research and data activities for COs upon request, including by contributing to IOM ROWCA’s wider area of work as necessary.

10. Act as regional Focal Point for IOM’s resilience-based programming initiatives; stay abreast with the latest policy thinking on resilience issues; assist organizational training and capacity-building initiatives on resilience, as requested.

11. Contribute to regional fundraising initiatives as needed, including contribute to the development of early recovery plans.

12. In coordination with respective RTSs, undertake project development for regional projects with activities based on solid results framework and in response to emerging trends and priorities, as well as donor interests and requirements.

13. Conduct desk-based research, analysis and field assessments, in coordination with relevant units in the Regional Office, to identify evidence-based good practices related to peace, recovery and stabilization, and generate lessons learnt from the implementation of the related IOM programmes.

14. Contribute to IOM knowledge management by responding to COs requests for information on good practices and offer referrals to sources of relevant expertise; share information regionally on effective programming approaches and strategies and opportunities for new programming windows.

15. Respond to inquiries from HQ and COs regarding IOM’s humanitarian programmes, plans and fundraising initiatives.

16. Prepare presentations, reports, guidance documents, information sheets, policy briefs, data bulletins and talking points for senior staff on peace and recovery thematics, promoting the integration of resilience and risk reduction perspectives.

17. Promote and follow up the Secretary General Action Agenda for Displacement in WCA. Participate and engage actively at assigned meetings, briefings and conferences at the regional level with HQ, partners and donors.

18. Support RTSs in the organization of mentorship, thematic meetings, knowledge management events, and support to COs through capacity building activities.

19. Undertake duty travel to COs to advise and guide on the implementation of Peace and Recovery activities and provide direct capacity building support.

20. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Business Management or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Field experience in an emergency operation or post-conflict setting, including support to displaced populations and large migratory movements;
  • Prior experience with a UN agency, or an international organization, is an advantage;
  • Experience in project and programme development and management;
  • Experience in liaising with other UN agencies, partner organizations, government authorities, inter-governmental institutions, other national and international institutions and national and international NGOs;
  • Experience with developing and implementing capacity building trainings on key emergency and post-crisis topics; and,
  • A solid understanding of conflict sensitivity as a core principle and the ability to incorporate it throughout a project cycle, including experience applying conflict analysis tools and adjusting programming according to potential influence on conflict dynamics.

Skills

  • Strong understanding of emergency and post-crisis issues;

  • Excellent communication skills and drafting abilities in English and French (oral and written);
  • Ability to prepare clear and concise reports, with a strong attention to detail and quality;

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of Portuguese and Spanish is an advantage.
