The Civic Engagement Activity aims to foster a more politically engaged citizenry in Iraq, enhancing trust and participation in the country’s democratic processes by elevating civic literacy and empowering citizens to actively engage in discussions on issues of concern. This initiative seeks to equip citizens with the knowledge and skills necessary for effective democratic participation, fostering awareness of governmental processes, promoting access to accurate media content, increasing engagement with government entities, and empowering public participation, especially among marginalized groups. The activity emphasizes localization, involving local leadership in design and priority setting, and integrates local capacity strengthening in line with USAID’s policy. Sub-grants will identify potential local partners for direct awards, ensuring a collaborative approach that aligns with mission priorities and incorporates Iraqi voices.

Responsibilities

The COP will lead program implementation, oversee project staff and activities, and serve as the principal liaison with USAID and key stakeholders.Primary Responsibilities:

  • Lead program implementation and oversee project staff and activities to achieve project goals and objectives.
  • Ensure high-quality and timely deliverables for USAID.
  • Provide technical leadership in areas such as civic and voter education, civic participation/engagement, social and political empowerment, information integrity, and institutional capacity.
  • Develop collaborative relationships with government officials, donors, implementers, private sector, and civil society.
  • Foster strong relationships with team members and leaders and partner organizations.

Qualifications

  • Master’s degree or equivalent experience in a relevant field and minimum 10 years of relevant experience in large and complex development initiatives, preferably in Iraq or the MENA region.
  • At least 7 years of supervisory experience, including managing diverse teams and supporting staff development.
  • Experience managing donor-funded programs in Iraq or similar development context.
  • Familiarity with USAID rules and regulations.
  • Strong leadership, political acumen, communication skills, and experience building relationships with institutional stakeholders.
  • Experience in mobilizing and managing multidisciplinary teams.
  • Experience in conflict or post-conflict environments.
  • Advanced proficiency in English; working knowledge of Arabic desired.
