Finance Delegate (m/f/d), Global Surge Team, Global
GRC plans to expand its Global Surge Team to further increase its capacities to provide emergency response with the aim of enhancing quality of operations, timeliness and accountability in the delivery of effective humanitarian assistance in sudden onset disasters, conflict and protracted crises. The Global Surge Team is part of the Operations & National Society Cooperation Department in the International Cooperation Division of GRC, made up of highly trained professionals ready to be deployed anywhere in the world at short notice.
GRC is currently seeking a Finance Delegate (m/f/d), Global Surge Team. This is a home-based role which will require extensive travel and overseas deployments at short notice for up to 3 months at a time for up to 50% of the total contract duration. The delegate should be flexible and have the ability and willingness to be deployed to work in different roles and operational contexts in physically demanding working environments. While not on deployments, Global Surge Team members are tasked to support the regular capacity development and readiness activities of GRC’s Surge & Readiness Unit.

Main duties & responsibilities:
- Deploy in emergency response missions with the GRC, the International Federation of Red Cross and Red Crescent Societies (IFRC), or the International Committee of the Red Cross (ICRC).
- Depending on the deployment, responsibilities may be
- overall responsibility of the financial management of projects;
- ensuring that all procedures and reports comply with GRC and donor standards and specifications (German FFO, BMZ and EU);
- coordinating operational services and ensure financial structure is set up for the efficient and effective management of the financial resources;
- promoting cooperation with the Partner National Society;
- Coordinating budget and financial planning for DREF and Emergency Appeal and provide financial supervision and support to future possible proposals;
- Managing funds and financial assets of the operation (cash flow and cost control management, payments, cashier, bank signatory and payroll functions management, etc).
- Supporting the GRC rollout of Microsoft Dynamics 365 as GRC Enterprise Resource System (ERP). This may include testing, training facilitation, remote support, field trips.
- Strengthen the capacity of GRC finance delegates and GRC local finance staff by trainings and contributing to increased ownership and expertise in financial management of the GRC projects.
- Training of delegation staff, local counterparts, and if applicable other delegates and volunteers in donor regulations and financial software administration.
- Apply risk management in financial matters, implement anti-fraud and anti-corruption procedures in close cooperation with the GRC HQ.
- Support logistics and procurement procedures.
- Represent GRC and liaise with IFRC, ICRC and other Red Cross Movement partners on financial matters.
- Undertake specific projects or tasks, including training design, support, delivery, and facilitation, as defined by the Surge & Readiness Unit.
Required Competencies & Skills:
- Academic training in economics and/or financial management.
- Minimum of 3 years of working experience in bookkeeping, accounting and procurement in the field of international humanitarian / development cooperation.
- Minimum of 5 years experience in financial reporting and administration.
- Working knowledge of donor requirements (Federal Foreign Office, BMZ, ECHO).
- Excellent computer skills in MS office and Microsoft Dynamics 365 Finance & Operations Module and project management.
- Logistics and procurement experience is a strong asset.
- Work experience within the Red Cross / Red Crescent Movement is a strong asset
- Willingness to travel to disaster areas and areas with a tense security situation at short notice.
- Excellent communication skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences.
- Good understanding of the different elements of the Red Cross / Red Crescent Movement, in particular the global response tools of IFRC and ICRC and strong ability and agreement to adhere to the Red Cross / Red Crescent Fundamental Principles.
- Oral and written fluency in English and German. Further languages are a strong asset.
- Ability to work effectively in multi-cultural environments.
- Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’.
- Valid international driving license.
