Logistics Delegate (m/f/d), Global Surge Team, Global
GRC plans to expand its Global Surge Team to further increase its capacities to provide emergency response with the aim of enhancing quality of operations, timeliness and accountability in the delivery of effective humanitarian assistance in sudden onset disasters, conflict and protracted crises. The Global Surge Team is part of the Operations & National Society Cooperation Department in the International Cooperation Division of GRC, made up of highly trained professionals ready to be deployed anywhere in the world at short notice.
GRC is currently seeking a Logistics Delegate (m/f/d) Global Surge Team. This is a home-based role which will require extensive travel and overseas deployments at short notice for up to 3 months at a time for up to 50% of the total contract duration. The delegate should be flexible and have the ability and willingness to be deployed to work in different roles and operational contexts in physically demanding working environments. While not on deployments, Global Surge Team members are tasked to support the regular capacity development and readiness activities of GRC’s Surge & Readiness Unit.

Main duties & responsibilities:
- Deploy in emergency response missions with the GRC, the International Federation of Red Cross and Red Crescent Societies (IFRC), or the International Committee of the Red Cross (ICRC).
- Provide logistics support services to emergency operations in terms of procurement, warehousing, reporting, administration, transport- and fleet- management depending on the Mission Instructions of the respective operation.
- Set-up and/or reinforcement of GRC’s operational logistics structures.
- Support logistics preparedness activities of GRC and the Red Cross / Red Crescent Movement (RC/RC Movement) Partners.
- Support the development of GRC’s logistics capacities and global response tools.
- Support the GRC rollout of Microsoft Dynamics 365 as GRC Enterprise Resource System (ERP). This may include testing, training facilitation, remote support, field trips.
- Strengthen the capacity of GRC logistics delegates and GRC local logistics staff by trainings and contributing to increased ownership and expertise in logistics management of the GRC projects.
- Undertake specific projects or tasks, including training design, support, delivery, and facilitation, as defined by the Surge & Readiness Unit.
Required Competencies & Skills:
- At least 5 years of experience in logistics in either a commercial, military or humanitarian environment, including 2 years of experience in working in humanitarian operations.
- At least 1 year of experience of working for the Red Cross / Red Crescent Movement and good understanding of the different elements of the Red Cross / Red Crescent Movement, in particular the global response tools of IFRC and ICRC.
- Experience in the procurement of goods, services and construction works.
- Experience in warehousing (reception, storage, distribution and reporting of goods).
- Experience in managing small to medium size light & heavy vehicle fleets and inhouse and/or outsourced transport.
- Experience in medical logistics is a strong asset.
- Finance experience is a strong asset.
- Working knowledge of the requirements of German donor (FFO and BMZ).
- Good knowledge of the German procurement regulations (Unterschwellenvergabeordnung – UVgO, GWB and VOB) Vergabe- und Vertragsordnung für Bauleistungen VOB).
- Good knowledge of Microsoft Dynamics 365.
- Excellent communication skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences.
- Ability to work independently and as a team member.
- Ability and agreement to adhere to the Red Cross / Red Crescent Fundamental Principles.
- Oral and written fluency in English and German. Other languages are an advantage.
- Ability to work effectively in multi-cultural environments.
- Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’.
- Valid international driving license EU category B or equivalent, HGV license is an advantage.
