Project Background

Plan International and UNICEF MENA are collaborating to generate evidence and share knowledge on gender-transformative adolescent girl programming in the MENA region. This initiative aligns with outcome 1 of their partnership: “Evidence generating and knowledge sharing on adolescent girl gender transformative programming.” The aim is to capture gender-transformative elements and the adopted approach in current programs to articulate “What Works for Girls” in Egypt, Jordan, and Lebanon.

Objective

The objective of this consultancy is to ‘Identify how gender transformative approach is adopted in current programs using PI GTM and UNICEF adolescent girl M&E framework. The consultant will gather data from existing country office level thematic research, program evaluations, and field visits to highlight the impact on gender-transformative outcomes. The insights will be used to share best practices and challenges on gender-transformative adolescent girls programming across the MENA region.

Scope of work

The consultant will perform the following tasks to support evidence generation and knowledge sharing for adolescent girls’ empowerment programs:

• Program Analysis:
  • Analyze one to two key documents per program from the following list to evaluate gender-transformative elements:
    • UNICEF Jordan: Makani (Child-Friendly Spaces)
    • Plan Jordan: She Leads Jordan (GBV, SRHR, Leadership)
    • UNICEF Lebanon: Qudwa Program (Ending GBV)
    • Plan Lebanon: She Leads Lebanon (GBV, SRHR, Leadership)
    • UNICEF Egypt: Dawi Program (GBV, SRHR, Leadership)
    • Plan Egypt: Empowering Youth and CSOs for Promotion of SRH Rights and the Elimination of FGM and Child Marriage (GBV)
• KPI Analysis:
  • Analyze findings from key performance indicators (KPIs) conducted by Plan International based on the Gender Transformative Marker reference guide and UNICEF gender transformative approach.
• Youth Engagement SoPs:
  • Review and analyze Plan International’s youth engagement standard operating procedures (SoPs) and best practices.
• Comprehensive Analysis:
  • Identify gaps, challenges, and best practices in the above programs.
  • Assess ways to enhance the gender-transformative nature of adolescent programming.
  • Address the questions, “What works with girls?” and “How do these programs engage with girls?”
• Data Collection Tools:
  • Create an analysis/research sheet and matrix for adolescent girls to use during field visits to gather data supporting the analysis of “what works with girls.”
• Program Improvement:
  • Recommend strategies and actions for program management units to highlight effective approaches and bridge gaps in gender-transformative adolescent programming.
• Presentation of Findings:
  • Present findings in multiple formats, including presentations and a comprehensive report with an executive summary.
  • Conduct one to two webinars with country offices to discuss findings and gather additional insights.

Deliverables

The consultant is expected to produce the following deliverables:

1. Comprehensive Analysis Report:

– A detailed report that answers the questions of “What works with girls?” and “How do these programs engage with girls?” with a set of recommendations for program and project management units.

– An analysis/research sheet and matrix for adolescent girls to utilize during field visits for data collection.

– A comprehensive presentation summarizing the findings and recommendations.

– An executive summary of the report for high-level stakeholders.

– discussion and action points of the one to two webinars with country offices.

Timeline:

The consultancy is expected to be completed over a period of 30 working days from the with key milestones as follows:

Consultant Required Skills and Experience:

1. Advanced degree in Social Sciences, Gender Studies, Development Studies, or related field.
2. Proven experience in gender transformative programming and evaluation.
3. Strong analytical and report writing skills.
4. Experience in organizing and facilitating webinars and community of practice discussions.
5. Knowledge of the MENA region context, particularly in relation to adolescent girls’ programming.
6. Proven professional record in conducting similar assignments and achieving expected results.
7. Excellent communication and writing skills in both English and Arabic;
8. Comprehensive knowledge and hands-on experience in analysis and research
9. Familiarity with key human rights issues, particularly those relevant to the target audience, to provide context and relevance during the training.
10. Awareness of cultural nuances and sensitivity to diverse perspectives to ensure inclusivity and relevance in the training content and delivery.
11. Ability to assess participants’ learning progress and provide constructive feedback to support their development.
12. Has carried out at least two similar consultancy contracts around the same core subject areas.
13. Over 5-8 years of professional experience

Financial:

1. An itemized and detailed budget, indicating the unit costs for consultancy fees. Please note that Plan International Jordan will provide all logistics. A point scoring out of 100 points, shall be applied based on the following percentage for the two major components (technical and financial).

25% of the payment will be paid after the submission of the workplan and timeline.
