SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI implements through its interventions expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential field of food security and livelihoods. Present in 26 countries, SI’s teams – 3,200 people in total, made up of expatriates, national employees, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
The mission
After interventions in 2006, then from 2012 to 2015, following heavy flooding and the influx of Malian refugees, SOLIDARITES INTERNATIONAL is once again opening a mission in Niger in 2020. Faced with the deterioration of the security situation, it is committed to new actions to improve water, sanitation and hygiene (WASH) services in several departments.
The mission in Niger is made up of a coordination base in Niamey, as well as an operational base (Gothèye). The sub-bases of Abala and Banibangou depend on the Gothèye base.
The SI Niger mission currently has 87 employees, including 9 expatriates based in Niamey and on the bases.
The development prospects of the mission in 2024/2025 remain optimistic with the approach of several donors. In particular USAID – BHA – SDC – UNICEF – ECHO, etc. The mission is working to diversify the organization’s portfolio in Niger.
Description of the offer
Main objective :
- The field coordinator, under the direction of the Country Director, proposes a regional strategy based on the geopolitical and humanitarian context, and ensures its implementation once validated. He/she checks and ensures that the projects are carried out in accordance with the Solidarités International charter, in compliance with all internal and contractual procedures. He/she mobilizes the material and financial resources necessary for the smooth running of the programs and supervises the management of resources. He/she coordinates the teams in place and is responsible for their security in the area assigned to him/her.
- The CT Gothèye will manage an operational base and two operational sub-bases in the Tillabery region. Under his/her direct responsibility, 2 EHA Program managers, a Log/Admin, two Liaison Officers and two SERA agents
Main Challenges:
- Support and supervise the on-site program team to finalize ongoing activities;
- Effectively coordinate activities at the level of the 3 entities (Gothèye Base – Banibangou Sub-base and Abala Sub-base)
- Support teams in the EHA/SAME diagnostics framework for writing projects and positioning the mission;
- Propose, develop and adapt an operational strategy within its intervention zone
- Ensure the safety of teams and property in its intervention zone through constant communication with administrative authorities within the framework of field movements
- Resource management (ensuring that human, financial and logistical resources are mobilized to carry out projects in its intervention area) through rigorous monitoring of OFUs and LFUs
- Internal/external communication and coordination within its intervention zone: Represent SI at the SAME/EHA cluster level at the regional level and with operational partners.
Priorities for the first 2/3 months:
- Ensure the continuity of the quality of activities and the opening of new projects.
- Resumption of control of the base and sub-base management tools (OFU – LFU – APU-IC).
- Launch and support evaluations that will inform the development of the 2025 programming: SAME and EHA diagnosis.
- Actively participate in the restructuring of the base set-up and therefore of the mission;
- Participate in mission-level efforts to expand to hard-to-reach areas, with strengthening of the access policy.
Your profile
Training:
- Advanced university degree with at least 3 years of experience as a humanitarian worker;
Experience in the humanitarian sector
- 3-4 years
Experience in an equivalent position
- 3-4 years
Technical skills
- Strong technical experience in design coordination, implementation and management of integrated multi-sector EHA-Shelter and SAME projects/programs.
- Excellent analytical skills and ability to think strategically for broad multi-sector programmes in challenging crisis contexts, including the ability to specifically analyse issues in relation to gender, accountability and protection cross-cutting.
- Ability to influence/negotiate and defend technical options and multi-sectoral intervention strategies (including the Public Health, EHA, SAME component, etc.) with program teams, donors and other partners in the field.
Cross-disciplinary skills
- A person of integrity with strong personal values, aligned with our mission and particularly committed to gender equality and women’s rights.
- Ability to demonstrate openness and willingness to learn more about the application of gender, women’s rights and diversity mainstreaming in all aspects of development work.
- Well organized, with good attention to detail and a strong ability to prioritize tasks to meet tight deadlines and organize work in a complex environment.

SI will offer you the following conditions
A salaried position: Depending on experience, from EUR 3080 gross per month (2800 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of EUR 550.
SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.
Breaks: During the mission, a system of alternating between work and leave is set up at a rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.
LIVING CONDITIONS :
- The accommodation and offices are connected, and each expatriate has their own private room (2 expatriates on the base).
- Carrying a professional cell phone with credit is mandatory at all times to be able to answer or call in case of emergency.
- The telephone network coverage is quite good as well as the internet connection (3G).
- Possible travel on foot during the day (in the city) and travel by car from 6 p.m.
Curfew from 9 p.m.
Security constraints
- Niger experienced a military coup on 07/26/2023. Despite the lifting of sanctions by ECOWAS heads of state against Niger following the coup, the border with Benin remains closed. Leading to an increase in the prices of food and other goods and services.
- In addition to the constraints related to the recent military coup, security (and access) management will be the main difficulty in implementing programs in the Tillabéry region, Abala, Gothèye and Banibangou departments. Access for our teams in areas where the security context is volatile and constantly deteriorating. In view of this major challenge, SI is recruiting a Humanitarian Access and Security Manager under the responsibility of the Country Director, who will provide a better understanding of the context and thus facilitate SI’s actions.
