Consultancy Opportunity – Learning & Accountability Framework At Oxfam Ireland

Oxfam Ireland is seeking consultancy support for the development of an organisational level strategic Learning and Accountability Framework that will help us to track and measure our progress, to collectively make sense of evidence and learning in order to hold ourselves accountable, maximise our effectiveness and impact, and understand our overall contributions to change.

At the same time, this framework should enable us to gather appropriate evidence and learning that can be used to communicate to various audiences and reporting processes (such as within Oxfam International, the Irish sector, etc.).

Ultimately, it should also propel the process to build a stronger MEAL (Monitoring, Evaluation, Accountability, Learning) culture and practice within Oxfam Ireland.

The overall objective is to develop a Learning and Accountability Framework for Oxfam Ireland that will:

  • Guide the generation of evidence to track progress against our strategic Focus Area goals, outcomes and outputs.
  • Support departments to assess progress against plans and priorities included in the Annual Operational Plans, and facilitate the identification of synergies, collective results and cross-departmental learning.
  • Identify learning questions and ways to capture and collectively make sense of learning and evidence given the complex nature of transformational change and the contexts in which we work.
  • Support evidence-based decision-making to improve effectiveness and maximize the impact we seek.
  • Be based on decolonial feminist principles and approaches.
