Within the financial department, the management control team is made up of a manager and more than 20 people (management controllers, mission accountants, financial management officers, but also positions dedicated to procedures and training, tools or cross-functional projects). The department mainly has a forecasting role (budgets, revisions), information (reporting, monitoring, alerts), training and control.

A major transformation project is underway. Its aim is to improve the financial and logistics management processes of Médecins du Monde France by implementing a new information system (SAP) integrating the areas of finance and procurement. The replacement of various non-integrated software applications with an integrated solution is combined with the adjustment of business processes and work practices within a framework of “digital and organizational transformation”.

It aims to simplify our Financial and Logistics Management processes, have reliable and traceable financial and logistics information, facilitate the overall management of our actions and decision-making in the service of projects.

This project is part of MdM France’s desire to move towards a high level of management of MDM activities and steering.

The deployment phase of the IT solution, following the ‘discovery’ and customization phases, mainly consists of user training, adjustment tasks and the progressive ‘real-life’ use of the new solution.

The post

Under the supervision of the management controller, you will supervise the financial monitoring of a portfolio of French delegations and headquarters services, in compliance with MdM and donor deadlines and procedures.

To this end, you will provide technical support to the teams at headquarters and in the delegations on the financial management of the regions.

More specifically, your main responsibilities are as follows:

Finance and management

  • Check and support teams in the production of annual budgets and the revision in MdM format
  • Check or develop the cash flow plan
  • Check and support teams in MdM budget monitoring
  • Check consistency between accounting, budgetary and analytical allocations
  • Supervise and support the budget monitoring analysis carried out by budget managers
  • Alert budget managers about deadline compliance, consumption gaps and financial risks
  • Produce financial elements as part of accounting closings

Funding and donors

  • Check and support teams in the production of donor budgets, in the development of the financing plan, as well as for changes linked to possible amendments
  • Check and support teams in donor budget monitoring
  • Check and monitor compliance with financing plans
  • Check and support teams in the production of financial reports in compliance with deadlines
  • Ensure financial monitoring of subsidies for the French sector
  • Check the financial parts of the documents cited above

Technical support to regional delegations or headquarters services

  • Disseminate financial procedures and tools
  • Provide technical support to teams on financial procedures and tools, alert in the event of malfunctions
  • Conduct field visits to identify improvements to be implemented in procedures and implement ongoing training for teams
  • In conjunction with the CDG service, organize and lead training sessions
  • Participate in cross-functional files
  • Conduct briefings and debriefings of budget managers

Others

  • Participate in France operational hub meetings
  • Contribute to meetings to define financing strategies prior to the submission of donor financing requests
  • Participate in management control and accounting team meetings and workshops

Profile

  • Higher education in management (bac+4/5)
  • Minimum 4 years experience
  • Ability to analyze financial documents
  • Ability to synthesize and communicate financial information
  • Mastery of lessor mechanisms
  • Team work
  • Resistance to stress and a sustained work pace
  • Ability to train and support employees
  • Ability to establish a climate of trust among interlocutors
  • Proficiency in Excel (Advanced and Macros would be a plus)
  • Proficiency in management software (SAP would be a plus)
  • Current mastery of the office suite
  • Written and spoken French proficiency is essential

Benefits

  • Fixed-term contract in the context of increased activity

  • Gross monthly salary of 3306 euros
  • Job status: supervisor
  • Position based at the Médecins du Monde headquarters in Saint-Denis with travel to be expected in France.
  • Equivalent to 13th month paid in 2 installments – from 6 months of actual work seniority
  • Mutual insurance (60% participation by MdM and 40% by the employee)
