MdM has been present in Madagascar since 1986 on long-term, recovery and emergency programmes. The mission currently has a national office and four operational bases: Antananarivo, Tamatave, Mananjary and Ambovombe.

Programs to strengthen the quality of sexual and reproductive health care are being implemented for adolescents and young people as well as for sex workers in the Analamanga, Alaotra Mangoro and Atsinanana regions. A historic pediatric surgery program is being deployed in the capital and an exploratory mission is underway to identify other possible intervention locations.

Médecins du Monde is also implementing two emergency response programs:

  • A program around the problems of drought and malnutrition in the districts of Ambovombe, Bekily and Amboasary (Southern Madagascar);
  • An emergency programme following successive cyclones in the districts of Mananjary and Nosy Varika.

In these two areas, Médecins du Monde is developing an integrated health care offering (primary health care, including SRH, including family planning services, management of acute malnutrition, treatment of STIs, referral to the next level of the health pyramid, care for survivors of gender-based violence) through mobile clinics. Médecins du Monde also provides support to basic health centres and hospitals in these districts/regions.

MdM supports the entire health pyramid in most of its intervention programs and advocates a holistic approach to access to care, integrating access to SRH services and the prevention and management of gender-based violence (GBV). An advocacy strategy is developed around the issues of access to sexual and reproductive health rights, free emergency care, and taking into account the issues surrounding GBV.

The mission has approximately 107 employees. The main donors are the European Union, the Crisis and Support Center, BHA/USAID, the Monegasque cooperation, Expertise France, the L’Oréal foundation, etc.

The post

Under the supervision of the medical coordinator, you will monitor the implementation of the objectives and orientations defined for the theme of sexual and reproductive health (SRH) in the emergency and development programs implemented by MdM in Madagascar and will contribute to the development of new strategies in conjunction with the associative bodies.

More specifically, your missions will be as follows:

Coordination and partnerships

  • Collaborate with technical experts on GBV issues
  • Actively participate in coordination efforts with stakeholders in the fight against GBV
  • Support the South team to co-facilitate the VBG subgroup and liaise with the national subgroup
  • Update the mapping of actors involved in the response to GBV and develop a solid network
  • Actively participate in field data collection to facilitate the sharing of information and best practices and ensure the referral of survivors based on an up-to-date and reliable referral pathway
  • Develop and monitor local partnerships established with local NGOs and state actors in the response to GBV and provide technical support to partners for the implementation of GBV activities
  • Identify the capacity building needs of state partners and civil society organizations, develop training programs and deliver them

Organization and supervision of VBG missions

  • Analyze the context of intervention in matters of GBV
  • Develop and update MdM’s GBV prevention and response strategy in Madagascar
  • Ensure the quality of VBG activities through regular monitoring and technical support to teams
  • Ensure the development, implementation or updating of VBG activity management tools
  • Participate in the definition and monitoring of the IEC strategy, community mobilization and define key messages relating to GBV
  • Participate in the drafting of projects/proposals for donors, ensuring that prevention and response to GBV are well integrated
  • Lead the study, analysis and/or consultancy work on the VBG theme in the various programs
  • Ensure that all health facilities supported by MdM have integrated the management of sexual violence, and monitor the availability of post-rape inputs and the quality of medical care

Capacity building and training

  • Identify the capacity building needs of the MdM team, partners and community actors in terms of gender/GBV, including the care of child survivors and provide appropriate training
  • Work with the program team to put in place a capacity building plan for all frontline staff involved in providing services to GBV survivors
  • Work in collaboration with the Ministry of Population to define national training modules on GBV, referrals and PSS support
  • Provide technical support to MdM teams and partners involved in monitoring and implementing the response to GBV

Communication, advocacy and representation

  • Participate in the development of a communication strategy and tools on MdM’s response to GBV in Madagascar
  • Participate in the dissemination of MdM’s approach, results and lessons learned from the response to GBV
  • Contribute to the development and implementation of the advocacy strategy on the theme of GBV
  • Represent MdM at thematic workshops, conferences and strategic meetings on GBV, in the country and internationally

Reporting, information management and internal coordination

  • Monitor the GBV data management system
  • Contribute to the capitalization of MdM’s response to GBV in Madagascar and to the dissemination of good practices
  • Ensure the continuous strengthening of MdM teams on the identification of gender inequalities, barriers to access to services and risks in terms of GBV and PSEA
  • Share with the coordination team the difficulties encountered by the teams in the field and propose solutions or adjustments
  • Share with the program teams and the medical coordinator the reports of all the clusters/working groups where you represented MdM
  • Participate in internal MdM meetings and contribute to the MdM SitRep
  • Participate in recruitment of VBG supervisory positions on programs and other positions that could have a strong VBG component

Profile

  • Bac+5 training in a relevant field: midwife/gynecologist/doctor/nurse preferably, or public health, social work, development studies, humanitarian affairs or related social science disciplines
  • 2 to 3 years of professional experience in the humanitarian field, including at least 1 year in direct management of GBV programs in the field, ideally in an emergency context
  • Proven experience in providing technical support to GBV protection case managers including on the approach to caring for child survivors
  • Experience in implementing primary and secondary GBV prevention interventions, ideally in coordination with local organizations and community actors
  • Experience in providing services to GBV survivors with a survivor-centered and multi-sectoral approach
  • Sense of organization and prioritization of tasks
  • Initiative taking, ability to work independently and foster a collaborative environment
  • Ability to lead and motivate a team
  • Commitment to gender equality, protection, safeguarding and prevention of sexual abuse and exploitation
  • Mastery of the pack Office
  • Fluency in spoken and written French and English is essential. Fluency in Malagasy is an asset.

Conditions of employment

  • Fixed-term position to be filled from October 1, 2024 to December 31, 2025
  • Position based in Antananarivo with travel to be expected within the country
  • Gross monthly salary of 3,306 euros
  • Status: supervisor
  • Equivalent to 13th month paid in 2 installments – from 6 months of actual work seniority
  • Expatriation bonus of 10% of gross salary per month
