Diakonie Katastrophenhilfe (DKH) is a German non-governmental organisation (NGO) providing humanitarian aid in 31 countries with 13 offices worldwide. DKH supports people affected by crises related to natural disasters, war and displacement and focuses on locally-led responses by working in collaboration with a global network of partner organisations. Encouraging localised humanitarian action and a long-term, equal partnership approach is at the very heart of our work. Continuously striving to facilitate mutual learning and the exchange of capacities, DKH aims to identify innovative and tailored programmatic approaches and cooperation models. DKH is part of the Protestant Agency for Diakonia and Development (EWDE) based in Berlin, Germany.

The DKH Office in Haiti

Present in Haiti since 2005, the DKH Haiti office is attached to the West Africa and Caribbean regional office. DKH has established for more than 7 years with the Lutheran World Federation (LWF) and Norwegian Church Aid (NCA) a joint office in order to pool their resources in a concern for efficiency and better impacts through an integrated approach. The joint office works within the framework of a unified strategy focused on five major themes, Disaster Risk Management and Anticipatory Action, Food Security and Empowerment, WASH and Protection.

DKH carries out its actions with 7 Haitian partner organizations in the departments of the South-East (Belle-Anse, Bainet), Grand’Anse (Jérémie and Roseaux), North-West (Port de Paix and Jean-Rabel) and West (Petit-Goâve and the metropolitan region of Port-au-Prince).

General Description:

Under the supervision of the Country Director, Legal Representative of DKH in Haiti who is Associate Director of the joint DKH/FLM/NCA office, the Protection Project Coordinator & PSEA/Safeguarding Referent has the following general responsibilities:

1. Ensure the management of the portfolio of protection projects for the DKH Haiti Office.
2. Strengthen the capacity of DKH Haiti Office partners in the field of Protection: particularly in GBV, SMSPS, and Child Protection; develop tools and training adapted to needs and context.
3. Support partners in the Planning, Implementation, Monitoring-Evaluation and Reporting (PSER/PMER) of Protection projects.
4. Be the referent in terms of PSEA, safeguarding and CP policies for the DKH Haiti office and in the monitoring of these policies among partners.

Specific Descriptions

1. Strategy, Coordination (30%)

• Actively participate in the implementation, monitoring and reporting of the strategic plan of the joint DKH/FLM/NCA program in the Protection approach.
• Define the strategic direction and ensure the technical management of DKH Haiti’s protection response by developing appropriate tools and guiding the joint office staff, as well as local partners.
• Ensure the technical quality of programs and their alignment with minimum norms and standards; including the minimum inter-agency standards for programming action to combat gender-based violence in emergencies, the minimum standards for child protection in humanitarian action, and the sphere manual.
• Contribute conceptually and methodologically to the development of the approach of community engagement in strengthening protective factors (using the “Survivor Community led response/sclr” approach). Support, systematize and capitalize on the respective experiences;
• Ensure the integration of lessons learned into the operating mode and the improvement of the Protection response (GBV, PE and SMSPS), as well as community participation.
• Contribution to the regular updating of the emergency preparedness and response plan (PPRD) of the DKH/FLM/NCA Haiti Joint Office on the protection component;
• Participate in coordination platforms and maintain links with counterparts and state representatives regarding the Protection theme;
• Promote sustainable collaborations with existing local partners and develop new partnerships as needed;
• Participate in the implementation of strengthening plans for each partner at the organizational and technical level with regard to the thematic areas of this position.
• Develop and deliver trainings to Joint Office staff and partners on protection mainstreaming, protection integration, case management, mental health and psychosocial support, child protection and GBV risk reduction.

1. Project Management DKH Protection and Planning, monitoring, evaluation and reporting of local partner projects (50%)

• Supervise, advise and coordinate all Protection projects to ensure successful project implementation;
• Apply and adapt the recommendations and findings of the evaluations in future programming related to Protection interventions (including community-led responses);
• Support partners in the preparation of concept notes, project proposals, budgeting, etc., considering among other things the application of the RMC approach
• Assist partners in designing tools and collecting information to enable them to carry out needs analysis, situation analysis and response modality analysis;
• Evaluate and discuss with partners the project proposals received;
• Coordinate the preparation and review of partner contracts;
• Design and implement appropriate monitoring and evaluation (M&E) systems that ensure consistency in reporting, analysis of results to improve the effectiveness and quality of the protection programme
• Ensure quality control of tasks related to project administration including the quality of narrative (including graphs, tables, photos) and financial reports and compliance with dates agreed in cooperation agreements; funding transfers to partners based on progress made; adequate management of financial documents (and supporting documents) and accounting based on the approved budget and project documentation, agreements, important correspondences in connection with the DKH Finance team;
• Conduct follow-up field visits to ensure proper progress of projects; Ensure that all project documentation, agreements, important correspondences are properly filed;
• Assist in defining and implementing the DKH Haiti office’s background research strategy.
• Collaborate in the drafting and/or preparation of reports on monitoring indicators, results and impact as well as evaluation reports of projects implemented by partners and/or the local DKH office according to donor procedures;

1. Technical Support CoP, Safeguarding, PSEA and CP (20%)

• Provide technical support related to Protection themes for DKH partners and other DKH projects (Transverse Protection / CoP / Mainstreaming).
• Review, contribute to and collaboratively support the implementation of DKH and partners’ safeguarding policy, ensuring its responsiveness to changing needs while respecting international benchmarks
• Review, contribute to and collaboratively support the implementation of DKH and partners’ PSEA and CP policy, adapted to local needs and context in compliance with standards (CHS, UN, etc.)

1. Others

• Perform any other tasks necessary or assigned by the legal representative of DKH in Haiti;
• In the event of a disaster, this position focuses on organizing immediate emergency assistance with Joint Office staff and local partners.

QUALIFICATION REQUIREMENTS

• A university degree in a relevant field (law, social sciences, humanitarian aid, psychology or other related field) or an equivalent number of years of relevant experience in complex emergency situations.
• Demonstrated knowledge of humanitarian standards (Sphere, CHS, etc.), and protection principles, including minimum standards for child protection in emergencies, minimum inter-agency standards for programming action to combat gender-based violence in emergencies, standards in mental health and psychosocial support.
• Strong knowledge of protection mainstreaming, protection integration, and technical protection interventions, including case management, survivor-centered GBV response, community-based protection, mental health and psychosocial support.
• Demonstrated practical experience of more than 5 years in delivering quality protection interventions, including at least 3 years in a similar position.
• Demonstrated skills in capacity building of local NGOs and individuals involved in protection projects.
• Strong written and oral communications skills that demonstrate empathy, discretion and integrity.
• Very good knowledge of backup and PSEA.
• Experience in project writing and project cycle management.
• Demonstrated passion and commitment to safeguarding rights, promoting gender equality and advocating for the empowerment of vulnerable populations, particularly women and girls.
• Ability to travel and work in a challenging and potentially unstable environment.
• Proven experience in coordinating with humanitarian actors within humanitarian coordination, state services, clusters and thematic groups.
• Strong skills in partnership and localization of humanitarian aid, including support for local/national partners. Knowledge of community-led response (sclr) approaches.
• Experience of collaboration and funding from donors such as ECHO, European Union, GFFO, BMZ, CAG, FCDO, and United Nations Agencies.
