Reporting to: Haiti Humanitarian Coordinator / Head of Mission
Job Objective
As part of an emergency response intervention (USAID / BHA funding), with food security and humanitarian protection activities, cash & voucher based transfer, implemented in the West Department, the Project Manager is called upon to:
a. Ensure the supervision, coordination and implementation of the activities planned by the project [targeting of beneficiaries by exhaustive survey, community validation of lists, distribution cycles for food security, post distribution monitoring; identification of protection cases, support, follow-up, monitoring and monitoring of daily activities; negotiation of humanitarian access at the community level]
b. Ensure the general management of the project in synergy with other AVSI interventions in the area and in the same sector, specifically in all matters relating to activities located in the geographical area of intervention.
Main tasks and responsibilities
In detail, the position includes the following responsibilities:
1. Coordinate and supervise the implementation of the project, ensuring the correct implementation of activities from a technical point of view, compliance with the timetable, achievement of expected results, monitoring of activity and result indicators;
2. Manage, consolidate and improve relationships with local and national institutions in the sector involved in the project, in coordination with the Program Coordinator / Senior Sector Expert / Head of Mission
3. Train and supervise the national staff involved in the project, in coordination with the Program Coordinator / Senior Sector Expert / Head of Mission
4. Evaluation and monitoring of project results, with particular focus on results and impact;
5. Produce any report requested by the donor and by AVSI’s internal procedures;
6. Manage the financial resources of the project, according to AVSI and donor procedures, in strict coordination with the Humanitarian Coordinator: produce an expenditure forecast, submit it to the HUmanitarian Coordinator; manage on a monthly basis financial resources and procurement actions included; analyze monthly budget monitoring and assume any corrective action that may be necessary for the best management of available and planned resources.
7. Support the preparation of financial reports
Under the supervision of the Humanitarian Coordinator, collaborate in developing institutional reports with government authorities, local authorities, donors and international institutions in the intervention sector.
To achieve these objectives, close coordination with the Project Manager and the Humanitarian Coordinator is required.
The position is based 100% in Port-de-Prince, with an 80% assignment to the field.
Essential skills
Education:
-higher university level of study
Professional experience:
-at least 3 years of experience in Development Cooperation or Humanitarian Aid;
-training or work experience in the field of emergency projects
-experience in emergency and/or crisis contexts,
-high adaptability, strict compliance with security standards and ability to work in stressful conditions, security limitations and volatile contexts.
Language skills:
good knowledge and understanding of written and spoken French required
Required skills and experience
-previous experience with the USAID / BHA donor
-previous experience in Haiti
-experience in similar contexts – humanitarian, demonstrating a high capacity for adaptation
