Water, Sanitation And Hygiene (Ash) Assistant At Agency for Technical Cooperation and Development

ACTED is currently seeking an ASH Assistant to join our team in the Venezuela mission.

Under the supervision of the ASH Officer and Project Manager, the ASH Assistant will be responsible for supervising and implementing the activities of the ASH component of the project “Integrated emergency response to cover the needs of the most vulnerable population in Venezuela” funded by ECHO, in Coro, Falcón state.

Among your main tasks, you will be required to support the execution of the ASH component activities of the project to ensure that the scope, budget, schedule and quality are in accordance with the different project specifications, donor requirements and ACTED rules and procedures.

Functions

• Support the development of WASH activities on the ground, ensuring that international standards and guidelines are met, and that activities are aligned with Acted’s WASH strategic plan and identified needs.
• Support the planning of the various stages of project activity implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives.
• Ensure that project implementation is on time, within target and within budget.
• Anticipate and mitigate risks associated with the implementation of WASH activities throughout project execution.
• Collect, analyze and share information on WASH needs and the WASH situation in Falcón.
• Contribute to the design process of WASH interventions across all sectors in which the organization works, preparing technical specifications, work quantities and specific characteristics related to WASH throughout the process of design, bidding, procurement, installation and operation of infrastructure works or program team activities.
• Conduct on-site supervision, ensuring that materials are used in accordance with the quantities of work requested; maintain records and coordinate any adjustments with the logistics and procurement unit and infrastructure assistants.
• User and beneficiary training: Support the selection, training and management of users or beneficiaries of WASH actions, including strengthening of local leaders and community promoters.
• Support the participation of target communities and local authorities in charge of WASH in the design of activities and delivery of goods or services, promoting a sense of ownership.
• Plan the logistics, administration and coordination of meetings, workshops and training of the project under the WASH component.
• Project Reports and Records: Write reports and maintain records of WASH activities of the project, including research reports; disaggregated information by sex/gender/special needs of beneficiaries; monitoring reports, etc.
• Support the identification and documentation of good practices, beneficiary stories and lessons learned from WASH programming.
• Contribute to the development of concept notes and project proposals in the WASH component.
• Represent Acted in relevant spaces, including thematic group coordination meetings, WASH cluster and meetings with implementing partners when necessary.
• Ensure that all data and information of ASH components in the project are appropriately archived and shared in Sharepoint.
• Any other tasks or responsibilities designated by the ASH Officer, Project Manager or Base Manager.

Desired profile

Requirements

Required:
• Professional degree (undergraduate) in civil engineering, environmental engineering, water and sanitation, health and hygiene promotion or other discipline related to WASH issues.
• At least one year of relevant experience in WASH project implementation. Preferably in an international NGO.
• Handling of generic humanitarian and WASH guides and manuals such as the Sphere Manual, Wash Fit, the 3-Star Manual, compendium of sanitation technologies and systems, etc.
• Experience in dealing with national partners and local / government authorities
• Experience with proven organizational skills.
• Experience working in multicultural work environments
• Mastery of Microsoft Office Package
• Soft skills: dynamism, leadership, team management, autonomy, high attention to detail, responsibility, assertive communication, results-orientation, transparency, flexibility.

Desirable (not mandatory):
• Experience in training and education.

Conditions
• Employment contract for the provision of services for 10 months with the possibility of renewal depending on budget availability and performance.
• Workplace: ACTED office in Coro
• Professional fees according to the organization’s scale.
• On-site work and travel to municipalities within the state of Falcón.
