ORGANIZATIONAL PROFILE
Trócaire is an international NGO dedicated to addressing the root causes of poverty, injustice, and violence across 16 countries through partnerships with local organizations. Guided by values like solidarity and accountability, Trócaire envisions a fairer world where dignity and human rights are respected, natural resources used sustainably and equitably, people have control over their own lives and those in positions of power act for the common good.
In Somalia’s Gedo region, they integrate relief and development program, providing health, nutrition, protection, WASH, and education programs with a nexus approach. We are providing life-saving safe and integrated community-based health, nutrition protection and WASH services to the vulnerable population in the IDPs and hard-to-reach areas, particularly the riverine marginalised communities, who would not be able to reach primary health services.
OBJECTIVE OF THE ASSIGNMENT
Somalia struggles with prolonged conflicts, environmental crises, and health system challenges, exacerbating difficulties for the Somali population, particularly in Gedo, in accessing primary healthcare and clean water, while also increasing food insecurity. This has resulted in severe acute malnutrition among children under five and pregnant and lactating women.
Decades of conflict and natural hazards have severely affected food production systems in Somalia, with women and children being the most affected. They experience high displacement, significant human, social, and economic losses, and severe levels of food insecurity and malnutrition.
The primary objective of this assignment is to develop an appealing 4-page case study, including impact stories and photos, highlighting the impacts of the Irish Aid funded integrated programme. This programme aims to expand the current humanitarian response which centers around a comprehensive life-saving nutrition intervention, to include nexus programming. This involves providing access to economic opportunities to improve food security among IDPs and host communities in targeted riverine communities.
The focus for the case study will focus on goal 4, which is about saving lives and protecting human dignity, looking at:
Outcome 4.1 – The most vulnerable/marginalised women, men, girls and boys in the communities affected by crisis can meet their basic needs, and
Outcome 4.2 – Women and men in communities affected by crisis transition from reliance on relief assistance towards meeting and/or protecting their food and livelihoods needs independently.
The case study document will clearly and compellingly communicate the positive impacts of the livelihood interventions. It will look at the progress made by women with income-generating activities and their savings, how these activities have impacted household livelihoods, and how they have reduced malnutrition among children under five and pregnant and lactating women.
The content will include:
- What was the problem Trócaire Somalia tried to address? How did they address it? What was the result? Why was it successful?
- Testimonials from at least four community members who have benefited from the project.
- Descriptions of the different businesses they operate, the support they received, their progress, what they like about the project, and how they see the future.
- Any impacts or changes at the household level.
- New developments within the program that have ensured success compared to the previous phase.
- How protection and protection mainstreaming have been ensured within the program and among the people supported.
SPECIFIC TASKS AND RESPONSIBILITIES
Under the direct supervision of Trócaire’s team, the Consultant(s) will be required to:
- Meet with the project management team at a kick-off meeting to concretize the expectations of the consultancy, develop the scenario and themes, and agree on the work schedule and logistical arrangements required for collecting the case studies.
- Interview selected project participants, IGA supervisors and staff selected by Trocaire.
- Collect high quality, high-resolution photos and impelling stories. The stories and photos should focus on income generating activities and their saving powers, how these activities have impacted household’s livelihood and reduced malnutrition among children under five years and pregnant and lactating women.
- Produce 1 case study (up to 4 pages); and at least 20 well captioned photos.
- Photos should focus on the subjects of the stories. Each photo and story must be accompanied by a signed consent including the names, ages, family details and ‘back stories’ of the people photographed. The photos should be well captioned (a photo caption template will be shared).
- The video will include the Irish Aid and Trocaire logos.
- Travel to Gedo (to selected District) and allocate adequate time (2 working days) for collection of materials, with the supervision of the programme lead and communications focal person.
Photo Specifications
- Pictures/video need to be over 300 DPI
- Files should not be compressed to ensure they are of high resolution for print
- Focus on people from the testimonials, direct photos/videos of the beneficiaries involved specifically.
- Pictures/videos to show need where possible while maintaining the dignity of beneficiaries.
- Eye contact is very much essential where we are photographing people directly especially for those whom we will get testimonials from.
- Names and ages of people in the photos are essential and consent (in writing) should be obtained for use both online and in print.
- The story should be precise and simple to be understood by Irish community; the photos to focus on the subject.
- Portraits and medium format to be used
DELIVERABLES
- Submit a detailed proposed script, budget and work plan.
- Participate in an inception meeting with Trócaire to review the proposal and agree on any revisions
- Submit a final proposed script, budget workplan and field visit schedule within 48 hours of the inception meeting
- Meet with Trocaire to concretize the field visit schedule.
- Present a first draft of the case study for comments from Trócaire team.
- Use comments to make edits and submit finalized draft to Trócaire for approval, at most 3 working days from receipt of initial comments.
- Provide final draft of the case study, including well captioned photographs with signed consent forms to Trócaire in two working days from receipt of final comments.
- Submit all raw materials collected during the exercise upon approval of the deliverables.
EXPERTISE REQUIRED
Trócaire Somalia seeks to engage the services of qualified and experienced consultant with the following qualifications and experience
- At least Five (5) years of professional experience working in communication
- Extensive experience in producing resilience programming related communication materials for international organisations with the aim of reaching both local and international audiences.
- Experience in working with other international organizations.
- Excellent writing skills
- Knowledge of the local context in Somalia
- Excellent technical capacities to ensure smooth and high-quality production.
- Additional experience in humanitarian -development communication will be an added advantage.
TIME FRAME
The assignment is expected to take approximately 16 working days from the date of signing the contract, with approximately 2 days of collection of content in Gedo.
INTELLECTUAL PROPERTY
All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc.) belonging to the client, which the Consultancy firm may come into contact within the performance of his/her, duties under this assignment shall remain the property of the Client who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used without written permission of the Client in line with the national and International Copyright Laws applicable. The contractor will however be credited in all pictures when used by Trócaire.
REMUNERATION
The Consultancy firm’s payment shall be based on the financial proposal developed for this consultancy.
Payment shall be made in three instalments of.
- 20% down payment upon signing contract, invoice and following approval of the inception report by Trócaire
- 50% Upon review of draft pieces of work
- 30% final payment upon receipt by Trócaire of the final outputs that meet expectations for quality, including photographs, accompanying information and all raw materials.
