Context:
Under the overall supervision of the Head of Operations – Gaza Response, and under the direct supervision of the Programme Support Unit (PSU) Coordinator, the Information Management (IM) Officer will be responsible for implementing information management systems and contributing to the design of these systems. The operation in Gaza is framed around IOM Strategic Plan to the Gaza Response consisting of several areas of operations including the provision of technical expert capacity to United Nations Relief and Works Agency (UNRWA), establishment of a common pipeline and facilitating logistical access to partners operating in Gaza.
Core Functions / Responsibilities:
- Conduct the design and implementation of information management systems, including Geographic Information System (GIS) and data management systems, data collection tools and workflows.
- Administer and update the Gaza response IM platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).
- Utilise GIS software and tools to conduct geospatial analysis and participate in the development of models and geodatabase; maintain a repository of spatial data and ensure that the data are documented and accessible through local and/or online services.
- In coordination with the Pipeline Coordinator and the relevant Programme Managers (PMs) and Thematic Advisors (TAs), develop and maintain the Gaza Pipeline Management System.
- Document gaps within IM systems and GIS-related data and information relevant to the implementation and contribute to the preparation of project proposals aiming to address such needs.
- Assist with assessment and needs analysis tasks, in coordination with the PMs and TAs.
- Contribute to the stylistic design, editorial coherence and the production of high-quality information products, such as reports, charts and infographics, including turning data into graphical products that convey messages and storylines using tools such as Adobe Creative (Illustrator and InDesign) and Power BI.
- Produce high-quality mapping products, including but not limited to reference and thematic maps.
- In close coordination with the programmes, support data collection planning with the production of operational materials, including static or interactive maps and tracking sheets.
- Ensure compliance with IOM data protection principles and best practices, safeguarding sensitive and personal information information and maintaining data privacy across all information management systems.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Information Management, Computer Science, Geo-informatics, Data Management, Media or Social Sciences, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in coordination of information flows and data management including collecting, storing, verifying, validating, processing, and analyzing data to generate information products;
- Experience in emergency and recovery humanitarian operations and familiarity with the humanitarian cluster systems, and humanitarian technical guidelines, standards, and indicators;
- Experience in the development and management of database applications;
- Combined field and headquarters experience in different international organizations (e.g., UN agencies, INGOs, IOs, Donors, IFRC or ICRC) is an advantage.
Skills
- In-depth knowledge of the latest technological developments in information technology and information system.
- Demonstrated understanding of different data collection methodologies.
- Excellent communication skills: capable to share ideas and explain results to all levels of the Organization and stakeholders.
- Experience in Database Information Systems development (SQL or PostgreSQL) is mandatory.
- Demonstrable proficiency with data visualization tools, such as Tableau or Power BI and Adobe Creative Suite (Illustrator, Photoshop, InDesign) is mandatory.
- Experience in assessment and data collection system using KOBO and ODK is mandatory.
- Proficiency in ArcGIS tools (good working knowledge of spatial analyst tool) is mandatory.
- Demonstrated coding expertise using major data software and visualization such as Python, R,STATA, JavaScript is considered as an asset.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
