Chief of Party At Chemonics

Chemonics International Inc. is a US-based international development consulting firm, operating in over 80 countries. Chemonics seeks a Chief of Party for the anticipated 5-year, $11-20 million Senegal, Ocean and Coastal Activity which will leverage the success and continue mutualizing efforts of USAID’s Dekkal Geej project, with strong biodiversity and alternative livelihoods components.

The Chief of Party (COP) will supervise all interventions related to this activity and will be responsible for the technical team’s successful performance. The COP shall provide strategic leadership and bear primary responsibility for all contract administrative requirements, ensuring that the quarterly key performance indicators, objectives, and deliverables for the Senegal Ocean and Coastal Activity are met. S/he will be responsible for ensuring the program follows USAID regulations, the contract, and Chemonics policies. We anticipate that the position will be based in Dakar, Senegal.

Key responsibilities:

  • Provide overall leadership, management, and technical direction for the activity and serve as the primary liaison with USAID on strategic, managerial, and technical matters, including responsibility for making key decisions and solving programmatic problems in a timely manner
  • Develop and communicate (verbally and in writing) the objective and strategic vision for the program to staff, USAID, and all counterparts and stakeholders
  • Ensure that work plans are developed and implemented, providing technical direction to staff, downstream partners and grantees
  • Maintain open, two-way communication with USAID, the field staff, and Chemonics home office
  • Oversee and contract performance in compliance with contract provisions and manage contract finances (budget and fund allocations)
  • Supervise personnel management of key operational and technical departments of the program
  • Monitor and, where necessary, modify programmatic assistance to achieve results; ensure that relevant, productive, and complementary activities are implemented effectively

Qualifications:

  • Advanced degree in environmental science, natural resource management or related field; marine conservation or fisheries management preferred, but not required
  • At least 10 years of senior-level management experience in the design, implementation, and management of natural resource management activities of similar size, complexity, and setting
  • Leadership skills and experience in building and maintaining productive working relationships with a wide network of institutional stakeholders, including host governments at all levels, which may have divergent interests
  • Demonstrated ability to build teams and foster collaboration to achieve activity goals, meet activity milestones, and produce quality results
  • Demonstrated experience in institutional strengthening
  • Working fluency in English and French for all written and verbal communications
