Financial Consultant At Assistance Coordination Unit

Duration of work: 25-30 working days, over 2 months.

It is anticipated this service start from 20/09/2024 until 20/11/2024.

1.Background
Assistance Coordination Unit is implemented a project titled” Rehabilitation of Jomrokiyeh Irrigation System in Afrin”. Project aims to rehabilitate the Jomrokiyeh Irrigation System. Through this intervention, 376 farmers can access reliable and cost-efficient irrigation service for their fields.

2.Objective
The purpose is to build the capacity for the financial committee of Water User Association in terms of financial operations and set cost recovery system

3.Scope of Work
The consultant conducts training sessions for financial committee in alignment with other points:
– Deliver comprehensive technical capacity-building training (one training, 5 days for 5 representatives of the WUA) to the financial and cost recovery team (financial management, cost recovery strategies, and best practices in financial sustainability).
– Develop detailed matrix outlining the roles and responsibilities within the financial and cost recovery team.
– Establish an efficient internal system for the financial department and cost recovery processes. This system should encompass financial planning, budgeting, revenue collection, and cost management.

-Create a financial monitoring and auditing system to track and assess financial performance.
– Design and provide forms and templates for financial records, billing procedures, and financial auditing.
Asset management.
– Following up with community and supervising the works.

4.Deliverables
– Training Materials (Presentation, supporting docs…)
– Pre&post- tests and final results.
– Full comprehensive report.
– Photos for training.
– Attendance sheet signed by attendees.
– Points mentioned in the scope of work.

5.Timeline
It is anticipated this service start from 20/09/2024 until 20/11/2024.

6.Qualifications
– At least 4 years of experience in financial management.
– Holds a bachelor’s degree or higher in economics, administration, or any equivalent.
– Experience in conducting training.

7.Additional Requirement
