Context

Under the direct supervision of the National Project Officer of PxD and the guidance of the NRM Consultant, the documenter will work with a partner to support the project team in capturing inputs of stakeholders during the plenary and breakout/activity sessions of the two-day workshop. The aim of the workshop is to draft the recommendations and propose revisions to enhance the NRM for VoTs in the Philippines to be more inclusive and accessible, even for foreign nationals.

Core Functions / Responsibilities:

The main output of the documenters is a summary report of the NRM workshop, which should include but not limited to:

  • Summary of attendance, opening and closing remarks, and presentations
  • Questions, comments, reactions, realizations, and recommendations of the participants
  • Summary of the plenary and outputs of the breakout/activity sessions on detailed and technical inputs on the victim handling identification process
  • Notes on pending action points and ways forward
  • Photo documentation and audio recording

The summary report of the NRM workshop must be submitted to IOM within five (5) working days after the last day of the workshop. Upon submission, IOM will assess the summary report and may request additional outputs or revisions.

Performance indicators for the evaluation of results

  • Quality and timeliness of the expected deliverables (value of services rendered in relation to their cost)
  • Application of a results-based approach to the consultancy – i.e., deliverables are aligned with project objectives and contribute concretely to the overall impact of the project
  • Efficient coordination with the IOM’s project teams and all necessary stakeholders
  • Strict adherence to ethical standards, including confidentiality and data protection

Education

  • Bachelor’s degree in any communication, management or social science fields;

Experience

  • Demonstrated expertise and experience in documentation and technical report writing;
  • Familiarity with protection and countertrafficking in persons or other related fields;
  • Working knowledge of the Philippine government agencies and foreign consular services as relevant to the processing of foreign nationals who are victims or have other vulnerabilities is an advantage;
  • Proven ability to produce high-quality work while meeting tight deadlines;
  • Very good technical writing, proofreading, and photo documentation skills;
  • Consciousness on data privacy and sensitivity of multi-stakeholder consultations on the topic of trafficking in persons;

Travel

  • Expected local travel within Metro Manila.

Languages

  • Fluency in English and Filipino is required.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa, and authorizations by the concerned Government, where applicable.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
