Nutrition International implements high-impact and low-cost nutrition interventions in Ethiopia. NI’s program focus on the life cycle approach to improve the nutrition status of adolescents, mothers and children. Quality of nutrition services and products and nutrition information is the core aspects of NI’s program in Ethiopia.

About the role

The Monitoring, Evaluation, and Learning (MEL) Officer will provide technical oversight and support to Nutrition International Ethiopia programs and government partners in developing and implementing MEL frameworks. The officer will ensure MEL concepts and tools are integrated into program design, provide technical support for data management systems, monitor program outputs, and report on NI’s activities across regions. Additionally, they will design MEL tools aligned with regional and global standards, manage program information, conduct capacity-building for government sectors and NI staff, ensure data quality, and oversee reporting and documentation.

Key Duties and Responsibilities;

  • With support from the Regional Monitoring, Data and Learning (MDL) team, lead the development and implementation of MEL framework/system and related tools for the Ethiopia Program, ensuring all the programs have detailed monitoring plans, tools for data aggregation and analysis, quality data is generated and reported in a timely manner.
  • Provide technical support to NI program and government partner in implementing the program MEL framework, as well as utilization of data for program improvement.
  • Design and lead assessments/studies: Collaborate with the program team to develop assessment tools, coordinate resources, assemble teams, and conduct assessments. Analyze data and produce comprehensive assessment reports to inform new project proposals or concept notes.
  • Contribute to new proposal development: Develop and incorporate robust MEAL approaches into new proposals, including detailed resource requirements.
  • Develop indicators: Support the proposal development team in defining SMART indicators for all levels of expected results.
  • Lead and coordinate program/project studies: Oversee the implementation of baseline, midterm, endline surveys, impact/summative evaluations, and other specialized studiesLiaise with relevant officials and personnel at the Ministry of Health (MoH) and its technical organizations like EPHI, EFDA, EPSS, Ministry of Industry, Ministry of Education, Ethiopia Food and Drug Administration, UN agencies and other stakeholders to collect and analyze data and to determine progress achieved.
  • Track Program output and outcome level results on regular basis in close coordination with MOH, RHBs and Woreda offices using DHIS2, EPSS using LMIS, FBIRDC using FFIS
  • Lead routine data quality assessments (RDQAs) in collaboration with Program Officers, Extenders and implementing partners and ensure development and implementation of data quality improvement plans.

About You

  • MS/MA/MPH in relevant field with more than 3 years’ experience in monitoring and evaluation within health and development projects, preferably RMNCH.
  • Excellent computing skills including Microsoft Office Suite. Specifically, proficiency in excel and access
  • Knowledge of common statistical software packages, health information technologies, software applications, as well as web technologies including DHIS 2.
  • Experience in quantitative and qualitative data collection and analysis
  • Well versed with Ethiopian’s health system and experience of MEL of national Food and Nutrition Strategy is an advantage.
  • Excellent interpersonal skills, communication skills, teamwork, report writing and project management skills.
  • Proficiency in English & Amharic
