SUMMARY:
The Food Security and Cash Advisor will provide technical support in the design and development of cash and voucher assistance (CVA) programs in Yemen. The selected candidate should have familiarity with the programmatic and operational aspects of CVA, including supply chain and finance. The position requires a dynamic, self-motivating, driven and forward-thinking personality with experience in working in insecure environments with a broad range of people from very different cultural backgrounds.
RESPONSIBILITIES:
As the Food Security and Cash Advisor, your role and responsibilities will be the following:
- Lead the set-up and roll out of all Cash transfer projects, ensure all needed preparation and assessments are conducted.
- Support the Cash projects, ensuring efficient and effective delivery of program activities and initiatives under the across ADRA Yemen including supervising proper targeting, identification, registration, and monitoring of beneficiary lists to prevent overlap with other humanitarian programs in the intervention governorates.
- Ensure compliance and adherence of ADRA Cash guidance and procedures.
- Ensure that the teams have an adequate understanding of and compliance to Global Cash & Markets terminology and quality standards in project cycle management.
- Provide technical and strategic advice to Program and support staff on Cash transfer programming (CTP), including with market assessments, modality selection in response analysis, as well as around the design of CTP components for specific interventions.
- Lead cash specific inputs relevant for Cash strategies and overall country strategies as well as help identify and contribute to fundraising opportunities for all CTP programs.
- Support documentation of lessons learned and success stories on use of Cash Programs.
- Ensure proper filing of all market analysis support documents.
- Perform other duties, as assigned by Line Manager.
- Map the current use of Cash actors across country operations and control-verification mechanisms, including a risk analysis and assessment of the current level of human resources available.
- Map the needs in collection and analysis of data, and present findings in market analysis reports including market functionality, capacity and volatility, and people’s safe access to markets to contribute market insights to situational analysis informing the country strategy.
- Develop a cash strategy for the country program, including specific recommendations with financial, technical and human resources needed for operationalization.
- Develop a Market Analysis structure for programs and logistics that allows market monitoring, providing findings and recommendations to inform Program response decisions.
- Communicate and disseminate the proposed strategy to Program, support and operations staff, and deliver core capacity building of staff to ensure ownership and understanding of the country cash strategy.
- Review, consolidate and/or update relevant systems and tools relevant for the design, implementation, monitoring and evaluation, and reporting of cash-based interventions and identify existing gaps and/or risks with procedures currently in place.
- Support Program teams on how to carry out specialized market assessments (e.g., labor market assessments, etc.) so these can inform project design decisions. Work with Logistics teams to build capacity on assessments.
- Proactively engage in processes with external stakeholders (incl. donors, working groups, cluster, consortia) to identify strategic funding opportunities for ADRA that will enable ADRA Yemen to scale up high impact interventions and / or to pilot innovations and disseminate best practices.
- Represent and best position ADRA at the Food Security and Agriculture Cluster.
QUALIFICATIONS AND SKILLS:
- Bachelor’s Degree in social sciences or related field
- four years’ experience implementing projects, preferably with a minimum of two years’ experience in a leadership role in the implementation of programs.
- Prior experience implementing cash transfer programming (cash or voucher).
- Professional proficiency in written and spoken English (essential)
- Language skills in Arabic (desirable)
- Very good people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.
- Ability to work well in a team, train other staff, and demonstrate experience efficiently managing a team.
- Solid expertise in designing, implementing and managing cash & markets interventions throughout the project cycle, especially in conflict/refugee/ IDP/ displacement contexts.
- Experience in the development/ humanitarian field in Yemen or Middle East would be advantageous.
- Experience working with vulnerable communities.
- Analytical and strategic thinking.
- Ability to communicate with clarity, impact and respect.
- Excellent interpersonal, communication, and presentation skills.
- Experienced in attending and participating in sector/CWG meetings.
- Capacity to work in multicultural environment.
