GOAL is recruiting a Finance Program Manager to support GOAL’s USA office on financial matters, be the Finance lead on US/multi country grants and control the quality of financial submissions submitted to donor agencies and partners*.*

The location for this position is Washington DC and the salary is $100,000 $140,000 based on experience.

Job Purpose

As part of the Programs and Funding team, you will be providing direct support and guidance to the finance team in several countries where GOAL USA awards are being implemented through the GOAL Group. You will also be a key player in ensuring compliance with donor regulation and relationship management.

Key duties/ responsibilities:

  • Produce and monitor project Budgets, adhering to donor rules and regulations in line with relevant deadlines
  • Maintain regular communications with and provide continuous program financial management support to the project management and proposal development teams
  • Produce Financial reports, invoices, forecasts adhering to donor rules and regulations in line with relevant deadlines
  • Coordinate Budget Monitoring / Budget Variance Analysis meetings on a monthly basis for all GOAL USA projects under implementation.
  • Ensure that all funds requests for donor funded projects are produced, checked and submitted in line within the relevant deadlines
  • Support on the annual US financial audit and assist donor audits of GOAL USA awards
  • Work closely with and provide relevant project financial information to other GOAL USA staff as and when required
  • Identify key knowledge gaps and program team needs in relation to programme finances and coordinate with GOAL USA and GOAL Global team to address those needs
  • Work collaboratively with the finance and programs teams across GOAL Group to prepare budgets, review and monitor spending and submit regular pipeline accrual reports to donors.
  • Lead on the development of budgets, budget narratives and funding strategies for new programme submissions and financial planning within existing awards including the cost competitiveness of these submissions.
  • Ensure high level of coordination and harmonization, as necessary, and nurture relationships with all key stakeholders, including partner organizations at national and county level, on administrative and financial matters related to each project and new proposal.
  • Coordinate with GOAL Global on streamlining financial processes and procedures to adhere to donor requirements and to optimize efficiency and effectiveness.
  • Support GOAL USA in developing its overall approach to NICRA / ICR and the development and rollout out of GOAL USA Cost Policy.
  • Contribute to the development of GOAL USA overall funding model in coordination with the GOAL USA management team and key stakeholders across the GOAL Group.

The Program Finance Manager is expected to have:

  • Bachelors’ degree or higher, ideally in finance, business administration, procurement, or related area;
  • Experience in managing large USG grants with international non-governmental organizations and/or private voluntary organizations;
  • Direct experience of at least two to three (2-3) years in supervision of staff and team management;
  • At least 5 years of experience with U.S. Government financial management instruments, policies, financial and operational procedures and requirements;
  • Strong capacity to work in excel and financial management software,
  • Strong oral and written communication and presentation skills in English.

Experience required.

  • Proven experience in a senior financial management role
  • Proven experience in working with donors and managing donor and partner relationships
  • An understanding of accounting and reporting requirements for NGOs / NFPs in the USA is distinct advantage
  • Previous Experience of working with donors including but not limited to USAID, PEPFAR, BHA and the UN System

Additional:

  • Knowledge and understanding of US GAAP and advantage.
