General objective:

The Emergency Response Coordinator for Lebanon Crisis is in charge of the coordination of Solidarités International’s Emergency Response in Lebanon. He/she is in charge of the follow up of the Humanitarian situation in the country and the development of emergency activities at mission level, in addition to coordinating with local and international partners to ensure a swift and effective response to Lebanon crisis incidents.

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

About the mission

SOLIDARITES INTERNATIONAL’s mission in Lebanon has two operational bases (Tripoli and Zahle) and a coordination office in Beirut. The expatriate team consists of 2 staffs members, while the national team represents about 70 staff members. The mission’s overall budget iw around 9M Euros in 2024.

General objective:

The Emergency Response Coordinator for Lebanon Crisis is in charge of the coordination of Solidarités International’s Emergency Response in Lebanon. He/she is in charge of the follow up of the Humanitarian situation in the country and the development of emergency activities at mission level, in addition to coordinating with local and international partners to ensure a swift and effective response to Lebanon crisis incidents.

The main challenges:

The Emergency Coordinator will work under the supervision of the Deputy Country Director-Programs. He/She will be as such a part of coordination team.
The Emergency Coordinator position’s main objectives are to properly achieve the following global tasks:
Trends consolidation and analysis of the contextual and humanitarian situation
Development and adjustment of SI overall Lebanon Crisis Emergency Response
Coordination of Project Cycle Management of Emergency programs
External Coordination and Representation towards humanitarian and non-humanitarian actors
Line manage emergency response team, in close coordination with Field Coordinators
Design a structure capable to implement the response and smoothly hand it over to the country office once the onset of the emergency is over.

Education / academic background:

Degree in social science, humanitarian action or related OR degree in public health or related OR any degree preparing for humanitarian sector.

Specific skills and experience:

+ 5 years experiment in the humanitarian sector
3-4 years experiment on similar positions
Capable to design tools and interventions adapted to an emergency response
requires high analysis capacity, and capacity to guide the mission in order to ensure the relevancy of SI positioning
Requires security analysis skills due to the specificities of the position
Expected to draft high quality projects and report, ready to be sent to donors with very little review from grants team

Technical Skills:

Designing emergency tools and emergency response adapted to the context
Adapting the organizational chart accordingly
Guide SI positioning and identifying funding opportunities

Transversal skills:

1. Reactiveness and efficiency
2. Clear communication and guidance, while diplomatic and respectful
3. High capacity to work under pressure while not disseminating the stress to the team

Language:

1. English (mandatory)
2. Arabic (asset)
3. French (asset)

A salaried position:
According to experience, starting from EUR 2640 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Restaurants and international food are available

No high security constraints on a normal basis. Possible to walk in Beirut, go out of Beirut for the week-end, etc. However, with the recent escalation, security constraints are evolving and are now limiting personal movements out of Beirut and may further limit them in case the situation escalates.
