Context:

IOM’s operations at Clark cover diverse Humanitarian Assistance thematic areas including Site Management (CCCM), Protection (including Gender based Violence and Child Protection), Shelter and Non-food items, Health and Psychosocial Support. Additionally, IOM will provide Resettlement, Movement Management, and Migration Health assistance.

Under the overall guidance of the Clark Head of Office, the overall supervision of the MHPSS coordinator and under the direct supervision of the MHPSS Officer, and in collaboration with relevant units at Headquarters and onsite, the incumbent will be responsible and accountable for the following:

Core Functions / Responsibilities:

  • Closely collaborate with the supervisor, IOM field team and all on-site actors in jointly addressing communities’ needs and in mobilizing the communities.
  • Support in addressing communities’ information needs, provide comprehensive, timely and accurate information through accessible channels, in the relevant languages, and in a culturally sensitive way.
  • Assist to develop cultural, ritual and celebration activities for affected populations including youth, providing resilience building opportunities in a wide range of activities and programs which influence their civic engagement capacity and encourages agency and participation.
  • Facilitate family and community activities focusing on cultural, ritual and celebration; sport and play, creative and art-based activities; (if needed). Monitoring the activities are conducted in an age and gender appropriate way. This includes activities for individuals, couples and families.
  • Support the application of community-based standards, operational procedures and practices at the field level based on the IOM Manual on Community-Based MHPSS in emergencies and displacement.
  • Support the roll out of assessment and planning community consultative activities and the consolidation of information to relay back to operations team.
  • Maintain and monitor effective feedback mechanisms (help desks, info boards, suggestion boxes, service and actor mapping, etc.) and, based on feedback from beneficiaries, suggest specific actions and inclusive community engagement activities that promote resilience, self-reliance and accountability.
  • Provide support as required for the implementation of other elements of field team activities.
  • Effectively support community-based volunteer-teams to respond to site’s and host community’s needs, thus strengthening security and stability.
  • Perform other related duties that may be assigned.

Required Qualifications and Experience

Education

  • Bachelors’ degree (or higher) in Psychology, Social science, Communications, Education, Arts, Sports, Drama or Music, Anthropology or a related field from an accredited academic institution, with at least three years of relevant professional experience, preferably in similar roles; or,
  • Completed High School degree from an accredited academic institution, with at least five years of relevant working experience, preferably in similar roles.

Experience

  • Experience working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
  • Experience in engaging with communities through diverse channels of communication as well as forms of activities
  • Experience in working with different age and gender groups
  • Confirmed interest in operational activities and in the functioning of an international organization;
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

  • Ability to prioritize work, multi-task and meet deadlines;
  • Able to work with little supervision, focused, well organized, detail-oriented.
  • Demonstrated proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint;

Languages

  • For all applicants, fluency in English and Filipino, is required (oral and written).
  • Working knowledge of Dari and/or Pashto is an advantage.
