What we are looking for
An experienced Finance Manager with expertise leading finance units in humanitarian/recovery context. Emergency Response expertise is required for this position.
Strong stakeholder management capability and diplomatic with great interpersonal and communication skills.
What you will do
Emergency Response Finance Manager is responsible to ensure that all financial managements aspects for NRC activities in Gaza are functioning according to NRC standards, and support the Area Manager and programme implementation from the financial perspective in Gaza.
The role holder will support emergency response teams with financial procedures and management of high volume of grants based on needs and changes that context would require, in a very challenging context. The Finance Manager will work in close collaboration with the country office Finance Manager who is responsible for the overall portfolio of NRC Palestine.
This position will:
- Oversee the implementation of all Finance related policies, procedures, strategies, and initiatives at the area level in coordination with the Finance team in country offices to ensure success, consistency, and compliance.
- Develop and oversee the implementation of the needed financial processes relevant to the emergency response and context.
- Maintain overall budget control and monitor cash flows at area level.
- Ensure that budgeting, accounting, year-end procedures and other financial processes at area level take place in adherence to Financial Handbook, other NRC policies and donor and auditor requirements
- Management of financial team at the area office and responsible for their training and development.
- Support and training of line managers with budget responsibilities.
- Provide timely, accurate and complete financial reporting and analysis related to the area office funding that can be used for further improvement of service delivery and support informed decision making by Country Management Group.
- Manage internal and external financial risks, highlight & resolve relevant issues with the Area Manager and Country office Finance Manager.
- Elaborate, review and update Finance Standard Operating Procedures for the emergency response and context of Gaza area office.
- Implement anti-corruption policy

What you will bring
- Minimum 3 years of experience from working as a senior Financial Manager in a humanitarian/recovery context.
- Experience of leading Finance units during emergency response phases of operation.
- Experience of financial systems and structures development for emergency responses.
- Solid knowledge of computer software and modern accounting systems.
- Fluency in English, both written and verbal. Arabic language knowledge is an added advantage.
- Knowledge of the context in the Middle East is an advantage
What we offer:
- Duty station: Gaza, Palestine. Due access challenges duty station might temporarily be from Jerusalem or Amman.
- Contract: 12 months (Renewal is subject to performance and funds availability)
- Travel: Minimum of 25% of the time to NRC operational areas
- Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions
