Context

The National Diaspora Engagement Strategy was developed in 2021 in collaboration with the International Organization for Migration (IOM). This Strategy covers the period from 2021 to 2025 and aims to strengthen relations between Djibouti and its diaspora. It is in line with the principles and objectives of Djibouti’s growth and development strategy and Vision 2035. It also responds to the government’s vision of reconnecting the Djiboutian diaspora with their country of origin and involving them in the country’s development. Djibouti thus joins many other states that have implemented successful diaspora engagement programs.

The Ministry of Foreign Affairs and Cooperation is the ministerial department in charge of coordinating the national strategy of Djiboutians abroad. It offers consular services to Djiboutians residing or traveling abroad. These services include the issuance of passports, visas, birth, marriage or death certificates, assistance in emergencies, protection of the rights and interests of citizens, promotion of cultural and economic relations.

The Ministry of Foreign Affairs wishes to develop a guide that brings together all these services offered in a clear and concise manner as well as the access procedures including the rights and obligations of Djiboutians living abroad. This guide aims to inform citizens and consular staff on the procedures to follow, the documents to provide, the deadlines to respect, the fees to pay, possible appeals, etc. It also aims to raise awareness among members of the diaspora about the issues of administrative and legal procedures that may concern them during their stays abroad. Finally, it aims to train consular staff in order to offer quality services, in accordance with national/international standards and the needs of citizens.

In order to support this government approach, IOM Djibouti, through the Ministry of Foreign Affairs and International Cooperation, is seeking to recruit a national consultant who will be responsible for developing the consular guide, in collaboration with the Directorate of Legal and Consular Affairs and the diplomatic and consular representations of Djibouti abroad.

This initiative is part of a regional programme entitled ‘ Better Regional Migration Management ‘ (BRMM), labour mobility and regional integration for safe, orderly and humane labour migration in the East and Horn of Africa, funded by the UK Foreign, Commonwealth and Development Office (FCDO).

General objective of the mission

The objective of this consultancy is to produce a consular guide that integrates all the services offered to the diaspora by the embassies and consulates of Djibouti abroad, including the rights and obligations of each citizen with regard to diplomatic representations.

Specific objectives

  • A consular guide written in French, structured into thematic chapters, illustrated with examples and practical cases, and accompanied by annexes containing forms, models, useful contacts, etc.
  • A simplified version of the consular guide, in the form of a brochure or leaflet, intended for distribution to the general public.
  • A presentation of the consular guide, in the form of a slide show or video, intended for use during training sessions for consular staff.
  • A mission report, containing the methodology used, the sources consulted, the difficulties encountered, the recommendations made, etc.

Methodological approach to consultancy

The evaluation will adopt a participatory and inclusive approach by involving all stakeholders, including the Ministry of Foreign Affairs and International Cooperation, Djiboutian diaspora associations, embassies and consulates, etc. The consultant will propose a methodological approach which must include at least the following steps:

  • Preparatory phase of the consultancy  including framing meetings and documentary reviews
  • Information collection phase  including collection of primary information through structured or semi-structured interviews with individuals, groups and other key stakeholders.
  • Information analysis and interpretation and reporting phase This phase includes the analysis and interpretation of documents collected during the information collection phase.
  • Restitution and validation phase , during which the consultant will have to present the report to the IOM and the Ministry of Foreign Affairs and International Cooperation and other key stakeholders for assessment and validation. This will be done during a half-day mini workshop where the consultant will present the conclusions. The relevant remarks and comments from the workshop will be integrated by the consultant to be submitted to the sponsors.

It should be noted that the end of each phase will be marked by a debriefing (a mini restitution) through a brief report to be submitted to the sponsor (the IOM and the Ministry of Foreign Affairs and International Cooperation) for validation. The consultant must respect the IOM data protection principles and ethical guidelines when carrying out the evaluation.

Deliverables

  • A detailed work plan, to be submitted to those responsible for monitoring this activity for validation.
  • The main deliverable will be a well-structured consular guide containing clear and precise information on the services offered by the embassies and consulates of Djibouti for the benefit of members of the diaspora, including the rights and obligations of each citizen towards their country of origin.
  • The consultant will also produce a simplified guide in the form of a flyer containing relevant and useful information.
  • The final version of the guide will be presented two (2) weeks after the end of the validation workshop.

Consultant profile

  • Holder of a university degree in law, political science, international relations or a related field.
  • Proven experience in drafting legal, administrative or institutional documents.
  • In-depth knowledge of consular activities, international law, administrative law, and foreign law.
  • Fluency in French, both spoken and written. Knowledge of other foreign languages ​​will be an asset.
  • Capacity for analysis, synthesis, communication and teaching.
  • Availability, flexibility, autonomy and sense of initiative.

Duration and location of the mission

The duration of the mission is two months, starting from the date of signing the contract. The location of the mission is Djibouti.
