Consultancy Objective
The consultant working alongside State2state Ebonyi Field Office team will work with the Ebonyi state Ministry of Women Affairs and Social Development (MOWASD) and other stakeholders (CSOs, women/youth groups, traditional/religious leaders, community leaders, JONAPWD ETC) to:
- Conduct 10 Key Informant Interviews (KIIs) to gather information to be utilized for the drafting of the Ebonyi state Gender Policy.
- Support Ebonyi state to develop a Gender Policy
- and development of implementation guideline for the state’s Gender Policy.
Scope of Work
This consultancy intervention is therefore designed to support Ebonyi state to review and domesticate the national Gender policy, and develop an Implementation Guideline, to aid its implementation.
This intervention is cross cutting and contributes to the State2State indicators as stated in the background section.
8. Duration
Estimated period of performance:
The consultancy shall be for a period of Twenty (20) days with a start date being November 1, 2024, and end date as December 30, 2024.
9. Description:
The consultant is expected to provide the following specific services under this consultancy:
- Conduct 10 Key Informant Interviews (KIIs) to gather information to be utilized for the Gender policy.
- Facilitate a 3-day workshop with stakeholders for the review and domestication of the National Gender Policy in Ebonyi state.
- Support the development of Implementation Guidelines to aid smooth implementation of the Gender policy.
- Conduct final review, clean-up of the Gender policy and Implementation Guideline and submission of both documents to State2State.
Qualifications of the Consultant:
Functional Competencies:
• Expert knowledge of Gender Equality and Social Inclusion (GESI) and Governance.
• Experience of conducting policy reviews and development of implementation guidelines.
• Expert knowledge of Gender adequately contextualized to the Southeast Nigeria.
Core Competencies:
• Ability to produce high quality outputs in a timely manner while understanding and anticipating the evolving client needs.
• Strong organizational skills.
• Ability to work independently, produce high quality reports.
• Sound judgment, strategic thinking, and the ability to manage competing priorities.
Demonstrates integrity by modelling DAI’s values and ethical standards and fulfils all obligations using GESI approach.
Required Skills and Experience Education:
• Advanced University degree in Gender Studies, Development Studies, Social Sciences or Humanities
• Minimum of 7 years of relevant experience is required.
• Excellent written and spoken English
