Under the supervision of the Logistics Coordinator, the purchasing manager is in charge of all purchases for the mission.

He/She handles all national and international purchases from Bamako. He/She ensures that the Price/Quality and delivery time criteria defined with the technical teams are respected.

He/She is the guarantor of the purchasing procedures described in the log kit and ensures that all purchases for the mission are made in compliance with the Action Against Hunger charter.

Main responsibilities

Objective 1: Ensure monitoring of the supply system in Mali

  • Track the price of frequently purchased materials
  • Establish a product catalog and update their prices quarterly
  • Developing long-term relationships with preferred suppliers
  • Identify, anticipate and manage supplier risks
  • Interact with other NGOs in the dynamics of price comparison and databases.

Objective 2: Ensure all purchases necessary for the proper functioning of the mission

  • Develop purchasing plans in collaboration with the technical and logistics coordinators and upload them to GESPRA
  • In collaboration with the logistics coordinator, ensures monitoring of the supply plan with the bases
  • Ensure the monitoring of framework agreements and their renewal.
  • Ensure the monitoring of purchases (SA) in Bamako
  • Develop, in collaboration with the technical and logistics coordinators, calls for tender and/or technical specifications for purchases to be made
  • Negotiate with suppliers the supply conditions in terms of cost, quality, deadline, payment terms, storage, etc.
  • Drafting purchase and service contracts
  • Supervise purchases made in Bamako and ensure strict compliance with Kit log procedures
  • Follow the invoice payment procedure to ensure payment deadlines are met
  • Archive purchasing files in compliance with ACF procedures
  • Anticipate future needs by prospecting, writing calls for tenders to select suppliers capable of meeting the organization’s needs.
  • Receive purchase archives from the bases and organize them in the archive stock
  • In collaboration with the logistics coordinator, ensures the  random check  every month.

Objective 3: Shipping-Delivery-Storage

  • Receive all goods transiting through Bamako:
  • Check the quality/quantity of the goods
  • Ensure the loading of goods
  • Establish the transport contract
  • Fill out the delivery notes
  • Ensure the proper delivery of goods to their destination base in compliance with deadlines and procedures
  • Ensure the return of BLs after receipt by the recipient
  • Archive the BL according to the Kitlog
  • Identify carriers in Bamako for the transport of goods to ACF bases in Mali
  • Manage transit stock in Bamako before delivery to the Base
  • Manage Bamako storage with Stock Tracking, Stock Sheet,……

Objective 4: Human resources management

  • Recruit, train and supervise staff assigned to the purchasing department
  • Carry out periodic team evaluations
  • Organize the work of your purchasing department
  • Plan staff leave for your department.

Objective 5: Reporting

  • Set up and monitor your activity indicators: SA, price list, monitoring of contracts and framework agreements
  • Share with the logistics coordinator any blockages that could slow down the purchasing process
  • Participate in weekly meetings with the logistics team to share the progress of purchasing procedures
  • Work closely with departments and bases to ensure good communication

Do you match the profile we are looking for?

Formation:

Higher education diploma in international purchasing or equivalent

Specific technical knowledge:

Mastery of purchasing, analysis and contract negotiation techniques, transport.

Good knowledge of the humanitarian sector and logistics

Experience (years):

Minimum 1 year of experience in a similar role with ACF

Knowledge of the humanitarian sector:

LANGUAGES:

French, English is a plus

Information systems:

Perfect mastery of the office pack

Mobility (national/international)

International position based in Bamako with extensive travel to bases.

Our compensation package

We propose a future incorporation into a dynamic organization of international scope including the following contractual conditions:

  • International fixed-term employment contract of 12 months, renewable.
  • Position Based in Bamako, Mali.
  • Salary according to contribution level V3 between €37,000 and €43,000 gross per year based on the candidate’s experience and responsibilities (it includes per diem and living expenses).
  • Accommodation provided by the organization.
  • Coverage of return transport costs home – mission – expatriate’s home;
  • A one-week break every 3 months with coverage of transport costs up to a ceiling of €886 to the reference area and an extra €215;
  • Coverage of the plane ticket for the expatriate’s annual leave (once a year);
  • 28 working days of vacation per year.
  • Expatriate Health Insurance.
