A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. It also heads 12 regional health and social training institutes.

Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.

This translates into an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at the greatest efficiency. Working environment:

The French Red Cross (CRF) has been operational in the CAR since 2004. In partnership with the host national society, the Central African Red Cross (CRCA), the CRF operates mainly in the areas of:

  • The provision of care : initial and continuing paramedical training, strengthening of health systems, fight against communicable diseases (HIV, tuberculosis, malaria, etc.) and non-communicable diseases (malnutrition), maternal, newborn and child health, community health, psychosocial support.
  • Public health : access to drinking water and sanitation, hygiene promotion, waste management, food security, agricultural development and livestock breeding.
  • Ad hoc crisis management , based on needs on the ground: emergency response to crises and recovery (population displacement, etc.).

The CRF’s strategy in the Central African Republic consists, in partnership with the Central African CR, in contributing to reducing the structural causes of the vulnerabilities of the populations of Bangui and Mambéré Kadei, and in responding to the specific needs linked to the crises through the development of integrated interventions meeting the essential needs of the populations, while ensuring technical assistance to the authorities in the field of the fight against HIV-AIDS and TB.

The Central African Red Cross (CRCA)

The CRCA, together with the French Red Cross, ensures coordination with state health authorities at the national, regional and local levels. The CRCA’s anchoring in the communities makes it possible to optimize relations with local authorities. This anchoring is achieved in particular through the network of volunteers, which also ensures real sustainability of the project’s activities, even after the end of the project.

General mission of the DMI:

Under the direct responsibility of the Financial Coordinator and in conjunction with the management control department at headquarters, the Budget Manager is responsible for:

  • Budget and financial management
  • Assistance with budget management
  • Capacity building of CSOs

MISSIONS AND ACTIVITIES

Mission 1: Budgetary and financial management

  • Validates the budgets for operational activities of the programs and the delegation
  • Monitors budgetary and analytical execution
  • Validates operating budgets
  • Ensures the application and compliance with budgetary flexibilities of programs

Mission 2: Assistance with budget management

  • Participates in the development of program and project budgets
  • Participates in the development of budget monitoring and updating of the TAC
  • Participates in the development of financial reporting

Mission 3: Strengthening the financial capacities of CSOs

  • Support of PMOs in the application of administrative and financial management procedures
  • Support for budget preparation

Practical information related to the position

Conditions of employment

  • Status type : expatriate
  • Type of contract : Fixed-term contract under French law/precarious employment bonus paid at the end of the contract
  • End-of-year bonus : equivalent to a 13th month pro-rated to the time of presence
  • Perdiem : daily perdiem which varies depending on the country
  • Leave : 5 weeks of paid leave/year and 21 days of recovery – Airfare 100% covered by the CRf for home/mission travel for 6-month leave
  • Health coverage : CFE + MSH Mutual Insurance (100% covered) – 75% covered by the CRf
  • MedEvac/repatriation insurance : YES
  • Other insurance : provident cover (death-disability)

Qualifications and experience

Bac +4/5 training in financial management/accounting, and with between 3 and 5 years (at least) of confirmed professional experience in the field of administration (finance, HR, admin) and in coordination of administrative and financial services.

Mandatory job requirements

  • 2-3 years of experience in multicultural team management.
  • 5 years of experience in a developing country.
  • Mastery of the office suite.
  • Knowledge of the procedures of the main donors (EUROPEAID, AFD, GLOBAL FUND, ECHO, BHA, UNHCR, UNICEF, etc.).
  • Good autonomy and ability to work under pressure.

Skills valued

  • Proficiency in the Office suite (Word, Excel, Powerpoint), networking (G-Suite/Google Workspace)
  • Knowledge of the context of the country of intervention
  • Knowledge of CRF procedures.
  • Experience in degraded security contexts.
  • Proficiency in SAGA software.
