In the Danish Red Cross we are looking for a Global Advisor for Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL) in the Humanitarian Policy and Analysis Unit to support our operations in the Middle East and North Africa (MENA) region. The position will be hosted by DRC’s MENA Regional Office.

In the MENA Region, DRC has 5 main country programmes in Lebanon, Iraq, Yemen, Syria, and Palestine. The strategic priorities for the region are health in emergencies, non-communicable diseases, including mental health, disaster response and anticipatory action, inclusion, and migration as well as youth action, branch development, innovative financing and community engagement and accountability (CEA).

As Global PMEAL Advisor in Red Cross you will be responsible for supporting the Country Offices in the region with ensuring that DRC’s humanitarian and long-term engagements are informed by evidence and data, have solid systems in place for monitoring and evaluating activities, results and outcomes and that the relevant reviews, evaluations, studies and other learning exercises take place.

Your main tasks include:

  • Ensuring that the necessary assessments are conducted to inform the design and planning of new humanitarian and long-term interventions
  • Supporting proposal and programme development with a focus on developing strong results frameworks, monitoring and evaluation frameworks and theories of change
  • Supporting country and programme managers in the region to ensure a consistent application of DRC’s approach to PMEAL including adherence to Standard Operating Procedures, sector standards and guidelines
  • Designing and leading internal and external reviews, evaluations, studies, and other learning exercises across thematic priorities within or across countries in the region
  • Championing learning across DRC in the country offices and globally ensuring a systematic approach to collecting, analyzing, and disseminating knowledge across the organization
  • Providing capacity building support to DRC’s Country Offices and partners in the MENA region with key PMEAL priorities
  • Provide support global technical processes within PMEAL in DRC and be available to support ad hoc in other regions and countries

As Global PMEAL Advisor you will become part of a team of engagingandpassionate colleagues in the Humanitarian Policy and Analysis Unit which is responsible for leading DRC’s global policy efforts and DRC’s global analysis, evaluation, learning and data/digitalization functions.

The Global PMEAL Advisor will be line managed by the Head of Humanitarian Policy and Analysis Unit in DRC’s HQ in Copenhagen.

The Global PMEAL Advisor will be based in DRC’s Beirut, Lebanon. Initially the position will likely be temporarily located in Amman, Jordan or Copenhagen, Denmark until the security situation allows for return to Lebanon.

The position is a non-family posting.

To succeed in the position, we expect you to have most of the following competencies:

  • A minimum of 8 years’ practical experience in project cycle management, in the field in development or humanitarian contexts.
  • Documented experience of conducting assessments, reviews and evaluations, in the field in fragile and/or challenging contexts.
  • Proven experience of PMEAL, including the design and rollout of PMEAL systems, and of building capacity in these systems.
  • Fluent English speaking and well-developed written English with fluency in Arabic is a strong advantage
  • Proficient in MS Office (Word, Excel, PowerPoint, Outlook) and other survey and data platforms (KoBoToolbox, Excel, PowerPlatform, etc.).
  • A valid international driving licence.
  • Able to travel within the region (Syria, Iraq, Yemen, OpT, Lebanon), including travel to fragile and insecure contexts
  • Self-reliant, able to work confidently and with flexibility in frequently changing contexts, within the parameters of DRC standards.
  • Experience of working with major donors, such as the EU (ECHO, DEVCO/DG-NEAR) and Ministries of Foreign Affairs.
  • Work experience in Middle and Northern Africa development and humanitarian / conflict contexts.
