MAIN PURPOSE

Plan, coordinate and ensure the autonomous implementation, maintenance, monitoring and control of all IT and telecommunications equipment, tools and services, as well as provide on-site technical support and training to users and mission logistics experts, in accordance with MSF standards, policies and protocols, to ensure the efficient use of all IT and telecommunications services and infrastructure. RESPONSIBILITIES

  • Manage the workload, planning and quality of service of the IT team within the mission and regionally if applicable
  • Manage the relationship with IT suppliers and service providers
  • Be responsible for the quality and level of service provided to users
  • Monitor, maintain and track all mission information technology (IT) and telecommunications equipment, tools and services in accordance with MSF standards, policies, protocols and procedures, as well as current and future needs
  • Adapt and ensure compliance with IT and telecommunications policies, guidelines and general documents to meet the specific needs of the mission, as well as ensure their implementation to enable the development of the mission in optimal working conditions, after validation by the hierarchical manager
  • Prepare and collaborate in the establishment of the annual budget for the IT and Telecommunications sectors, providing technical expertise in the local purchasing process. Prepare all technical content related to national calls for tenders for the deployment of information and telecommunications technologies and participate in the selection
  • Supervise, implement and improve data security protocols (data backup, firewall, user access rights, backup, hardware and software security, etc.) to ensure data security and availability, as well as immediate operational recovery and continuity in case of emergency [in case the ICT (Information and Communication Technology) supervisor(s) is (are) not present in the project/assignment]
  • Supervise, direct and delegate tasks to the IS Specialist and the ICT Supervisor(s). Participate in the recruitment process with the support of the Human Resources department, the line manager and the technical referent(s) at headquarters
  • Provide technical support and introduce MSF standards, policies, protocols and procedures to all users. Provide advanced technical support to logistics experts dealing with IT and telecommunications systems. When required, liaise with the HQ technical referent(s) for second line support, as well as external suppliers, to ensure that any incident or problem that cannot be resolved at mission level is properly escalated.
  • Provide educational support (briefing, training and support, etc.) to all users including the IS Specialist and ICT Supervisors. Provide advanced educational support (briefing, training and support, etc.) to logistics experts who deal with IT and telecommunication systems
  • Ensure follow-up, participate in regular reporting at coordination level, in line with MSF guidelines, and report on the progress of work and all technical aspects in the field of information and telecommunications technologies. Update and archive all user and ICT documentation due to changes in IT and telecommunications infrastructures
  • Plan, prepare and report visits to the site(s) under his/her responsibility to ensure the above points are met
  • Perform any other task specific to his/her area of ​​expertise, as defined in his/her job description and according to the hierarchical superior.

RESPONSIBILITIES SPECIFIC TO THE MSF/CONTEXT SECTION

Equipment management:

  • Prepare user workstations including Windows images, application packaging, functional and security update packages following the requests of the various OCs
  • Prepare mobile phones
  • Configure, regularly test and maintain satellite equipment: BGAN, THURAYA
  • Maintain the inventory of computer and telecommunications equipment at the Dakar office
  • Provide technical support and make recommendations for ICT purchases in the Dakar office
  • Be the preferred contact in technical and commercial discussions with internet, telecommunications and printer suppliers/providers

Infrastructure management:

  • Install, configure and maintain the server
  • Ensure the deployment of hardware and software equipment supporting the information system
  • Keep network plans up to date
  • Ensure the proper functioning of the computer and telecommunications network at the MSF office in Dakar
  • Control, maintain and monitor all information technology (IT) and telecommunications equipment, tools and services in accordance with MSF standards, policies, protocols and procedures: Routers, Switches, Nestor, Printers, Computers, Access Points, etc. – Monitor technology and propose appropriate ICT solutions adapted to current and future needs

Technical and educational support:

  • Provide educational support to Dakar users through briefings, training or distribution of tutorials on collaborative tools, ICT tips
  • Train logistics staff to solve simple common problems in order to ensure a first line of support when needed
  • Supervise the management and participate in the resolution of requests relating to IT and telecommunications from users of the Dakar office
  • Provide first and second level support
  • Provide strategic and technical support in the fields of ICT during events organized by MSF (training, conferences, etc.)
  • Define the objectives and indicators and analyze the monitoring tables (Incidents, repairs, etc.) of the incidents and propose preventive actions
  • Anticipate certain needs and possible computer breakdowns and act accordingly

Policy, Procedures, Standards:

  • Define and propose policies, standards and procedures in accordance with the IT departments of MSF operational centers
  • Ensure the dissemination and application of policies and procedures to the persons concerned
  • Write and update the office ICT procedures manual

Budget management:

  • Participate in establishing the ICT and communications budget
  • Propose necessary reorientations/adjustments

Reporting/communication:

  • Write and send the SITREP ICT at the end of each month
  • Report in particular to the line manager, as well as to the IT departments of the operational centers on the level of service provided and the progress of the action plan
  • Conduct lCT briefings for all MSF staff

Required qualities

Education :

University or technical school degree required. Certification in network or server administration would be an asset.

Experience :

  • Preferably 5 years of proven experience in IT or technical roles
  • Previous experience with MSF or other NGOs desired, and experience working in developing countries

LANGUAGES :

Preferably English level B2

Knowledge :

  • Expertise in the latest version of the Microsoft operating system and professional applications (Office365)
  • Understanding of server management (latest version of Microsoft operating system, Active directory) and virtualization (Hyper-V)
  • Good knowledge of network administration (LAN, VLAN, network policies and protocols)
  • “Good knowledge of computer hardware and maintenance processes
  • Theoretical knowledge of networks and their respective protocols, major email systems, IT security best practices and IT Service Management (ITSM) tools
  • Understanding of radio telecommunication concepts (HF, VHF, GSM, Satellite)
  • Good knowledge of IT ticket management tools
  • Teaching skills and support

Job specifics

Position based in Dakar, Senegal.

Contract type: Fixed-term contract

Contract duration: 12 months

Salary (€): Level 9 of the MSF Senegal salary scale
