Job Description:

FSD is seeking a highly motivated International Project Officer to join our team in Ukraine. The role of the Project Officer will be to plan, implement and report on FSD’s capacity development project and provide technical and administrative support to mainstream core organisational functions and Humanitarian Mine Action activities. The project includes capacity development of a Ukrainian national NGO (NNGO) in management, administrative, financial, logistics and information management skills and procedures as well as in operational activities such as manual and mechanical demining, Explosive Ordnance Risk Education (EORE), and Non-Technical Survey (NTS). The incumbent will supervise FSD’s support staff in training the NNGO support staff, and other specialist staff as required. The role reports directly to FSD’s Programme Manager (Swiss Programme) in Kharkiv.

Location and Travel:

The role is based at the FSD Ukraine Swiss Programme HQ in Kharkiv. However, regular travel to the NNGO HQ location (TBC) as well as work sites in the field is required.

Roles and Responsibilities:

  • Coordinate and/or supervise national staff as delegated by the PM. Ensure all administrative and logistical support is in place to facilitate the successful implementation of the capacity development project. Support the selection of a Ukrainian Mine Action NGO for the capacity development project by developing application and partner assessment forms and evaluating interested NNGOs.
  • Design and conduct a gap analysis to understand the NNGO’s capacity baseline at the start of project implementation. Design a work plan based on the identified gaps, and update/adjust the work plan throughout the project period if and when required.
  • Manage the day to day aspects of the capacity development project, with particular emphasis on governance and support services (administration, finance, HR and logistics).
  • Develop and maintain effective working relationships and coordination with the NNGO Board, senior management and other key support and operations staff.
  • Identify, select and arrange or implement appropriate trainings for the NNGO management and support staff. Support the NNGO management and support staff in developing governance and administrative procedures and policies as well as their organisational culture through documents such as Code of Ethics, Code of Conduct, PSEA policy, HR, etc.
  • Assist the NNGO with the development of a media engagement strategy (in conjunction with support from the FSD communications team in Ukraine and Geneva) and donor engagement strategy.
  • Monitor and report on the progress of project deliverables.

Mandatory Competences:

  • 5 years of working experience in the international development or humanitarian sector
  • Substantial experience in capacity development
  • Proven experience working with local partners in post-conflict or complex environments
  • Extensive experience in project development, management, monitoring & evaluation, and contract compliance
  • Demonstrated success in building institutional capacity for local NGOs, including developing and implementing organizational policies, systems, and procedures
  • Experience supporting the growth of teams across various functions to enable independent and effective operations
  • Excellent communication and interpersonal skills, with the ability to establish strong working relationships both internally and externally
  • Flexibility, cultural sensitivity, and a collaborative approach
  • Fluency in English is required, Ukrainian or Russian language knowledge is beneficial.
