COOPI is looking for a Programme Quality & Learning Advisor for its Milan office

Role Description

The Programme Quality & Learning Advisor  is a function that has the main task  of supporting the implementation of COOPI’s organizational monitoring, evaluation and learning system and contributing to ensuring the quality of the organization’s programs.

Responsibility

The following tasks are assigned to this function:

Responsible for the operation of the Technical Unit of the Development and Knowledge Area

  • Manages, from an HR and administrative point of view, the  group of Technical Advisors  at the headquarters;
  • Coordinates technical support from the headquarters to support  COOPI’s foreign offices ;
  • Coordinates technical expertise at global level for the advancement of COOPI programs;
  • Collaborates with other headquarters and foreign offices in identifying  strategies and opportunities .

Implementation of the MEAL system

  • Collaborates in the development and dissemination of MEAL technical documents and tools;
  • Supports the implementation of the MEAL information system and data analysis globally;
  • Oversees the development of  strategies to support learning activities   and produces  guides and tools  to make these strategies operational.

Design

  • Collaborate with the  Headquarters Design Support activity  to ensure that projects are consistent with the organization’s sector guidelines and informed by MEAL from the design stage.

Knowledge management at organizational level

  • Promotes the production of programmatic documents  produced by regional and national offices (factsheets, case studies, etc.) ensuring their quality;
  • Supports  the systematic analysis of capitalization products  to identify common trends related to thematic and geographical areas;
  • Oversees the structuring, maintenance and coordination of the management and  review system of COOPI sector policies , including the updating of tools.

Other functions related to the Development & Knowledge mandate as needed

Profile wanted

Essential requirements

  • Degree in Statistics, Development Studies, Social Studies or equivalent experience with a formal monitoring and evaluation qualification;
  • Minimum five (5) years of experience in designing and implementing monitoring, evaluation and knowledge management systems;
  • Knowledge of methodologies and tools for data collection, management and analysis;
  • Knowledge of Project Cycle Management, Logical Framework Approach and design and project evaluation methodologies related to the Theory of Change (ToC);
  • Good strategic and analytical thinking and ability to interpret data;
  • Excellent knowledge of Italian, English and French ;
  • Advanced computer skills in Excel, Database Management, SPSS or other statistical packages.
