Advisor (m/f/d) for the facility supporting the strengthening of the Rule of Law in the Republic of Serbia

Job description

The multi-donor action is jointly co-financed by the EU, the German Federal Ministry for Economic Cooperation and Development (BMZ), and the Austrian Development Cooperation (ADC), and implemented by various organizations. Through a multi-partnership cooperation agreement (MPCA), partners are committed to contribute to the achievement of the obligations for the Republic of Serbia, stemming from Chapter 23 “Judiciary and Fundamental Rights” in line with the EU acquis. The project proposes to strengthen the preventive anti-corruption system, the law enforcement capacities in the anti-corruption area and fundamental rights protection.

Your tasks

  • Primary responsible for putting in place a more effective mechanism for the achievement of goals set in the Action Plan for Chapter 23 i.e. following closely the negotiation processes, managing the process considering the local context
  • Responsible for the coordination with other EU and international projects
  • Reporting in line with quality assurance standards and ensure overall consistency during action delivery in accordance with MPCAs and respective working structure
  • Establishment of strong partnerships with national project partner and close coordination in the implementation of the project
  • Ensuring dissemination of the up-to-date information related to the overall action to all relevant stakeholders

Your profile

  • Master´s or equivalent university degree in law or PhD is an asset
  • Many years of post-graduate experience
  • Several years of experience in the public sector in Chapter 23 relevant areas in an EU member state, or alternatively at least many years as an international consultant in the justice sector with significant focus on judiciary reforms – anticorruption or fundamental rights
  • Many years of experience in technical assistance or peer-to-peer exchange projects with significant focus on Chapter 23 pillars: judiciary reforms and / or fundamental rights
  • Excellent advisory skills, in particular advising political decision-makers and institutions at the national level as well as acting in politically sensitive contexts
  • Regional experience in the Western Balkans countries would be an asset
  • Open-minded personality, able to work in a team, active and reliable goal-oriented work, even under time pressure as well as ability to exchange service-oriented and result-oriented with colleagues
  • Fluent written and oral communication in English; Serbian or compatible regional language would be an asset
