BACKGROUND:
Windle International Somalia (WISOM) is an International Non-Governmental organization with oversight support and coordination by the regional office in Nairobi. WISOM was founded with the belief that good education was essential if Africa was to meet the challenges it faced. Windle International Somalia implements Education, Training, and Integrated programs including WASH, Climate Adaptation, and Peace Building.

WISOM is seeking a suitable candidate to fill the position of Monitoring, Evaluation, Reporting and Learning Officer.
The MERL Officer will be responsible for the implementation, performance monitoring, evaluation accountability and learning aspect of all programs and projects, providing effective support to all technical Managers in this area based on identified gaps. With the support from IT and Information Officers, he/she will be responsible for assisting in the development and roll-out of tools for effective management of data across all technical sectors and sites.
The MERL Officer will be the country focal point to ensure MEAL plan is in place and timely implemented as well as create awareness among field staff. S/he will supervise data collection ensuring data collection is in line with donor indicators and other needs. The Senior MEAL officer plays an important role in providing updates on donor indicators and support in donor reporting as well as data quality assurance.
Main tasks and responsibilities:
Program Quality, Performance Assurance:
- Establish MEAL System and ensure proper implementation of M&E plans and activities.
- Develop a relevant and appropriate tool for collecting data from field.
- Work with relevant teams to ensure the collection of relevant and appropriate data needed for an effective M & E system which will be utilized in monitoring strengths, weaknesses and gaps in existing projects.
- Lead program monitoring activities including tool design and analysis in collaboration with relevant departments.
- Provide deep level of analysis on projects activities.
- Ensure that up-to-date monitoring of activities is implemented, and data collected for all projects, in line with the project targets, and in a timely manner.
- In coordination with Programs department ensure that data collection methodology at the field level, including tools, and templates, capture all donor reporting requirements in terms of indicators, and in accordance with a unified definition. Support in modifying the tools when required.
- Build capacity of staff through training to ensure adoption of new data monitoring tools and quality of data collected in line with donor indicators and for internal use.
- Ensure proper training protocols and field work protocols are being followed by the field teams.
- Support proposal development processes by providing inputs to narrative including the development of appropriate M&E plans and indicators, costing for MEAL activities and contributing to Performance Management Plans.
Assessments, Surveys and Evaluations:
- Work with relevant departments on developing needs assessment.
- Develop surveys or focus group discussion tools
Coordination and representation:
- Identify external, third-party stakeholders that can undertake monitoring/evaluation visits and facilitate and supervise their activities.
- Network with other agencies undertaking similar activities to learn M&E system implementation in similar contexts.
Accountability:
- In consultation with the Grants and programs departments, conduct regular data quality assurance in line with organization and donor guidelines.
- Work with relevant departments to implement other accountability mechanisms.
- Supervise the implementation and review of accountability mechanisms including beneficiaries’ feedback and complaint mechanism.
Document and share outputs and lessons learned:
- Produce a report on M&E activities.
- Document good practice examples and challenges of monitoring and accountability.
- Document lessons learnt and recommendations.
Mandatory Qualifications required
- Bachelor’s degree in Statistics, Management Information Systems, Social Sciences.
- Three years of experience on monitoring and evaluation and data management

- Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint M&E Systems
