Within the Operations Department is the Emergency Pool whose mandate is, in order of priority:

· Emergency response in case of sudden or slow-onset crises

· Support for the design of emergency proposals using emergency funds

· Disaster preparedness (design and implementation of response plans)

· Analysis and exploration of new countries and/or contexts of intervention

The main activities you will perform are the following:

  • Monitoring and Early Warning:
    • Monitor the humanitarian situation in assigned areas.
    • Update and manage information on Water, Hygiene and Sanitation (WASH).
    • Write and disseminate reports on humanitarian crises.
  • Disaster Preparedness:
    • Assess strengths and weaknesses in WASH.
    • Implement and update contingency plans.
    • Attend and provide training in WASH.
    • Develop tools for emergency interventions.
    • Manage emergency projects.
  • Emergency Contexts:
    1. Before Deployment:
      • Contact relevant actors on the ground.
      • Disseminate information from the field.
      • Provide WASH briefings.
    2. Emergency Interventions:
      • Identify priority areas and needs.
      • Design intervention strategies.
      • Launch emergency activities and select teams.
      • Monitor context and projects.
      • Facilitate the transfer of powers and define exit strategies.
      • Analyze field security.
    3. Coordination:
      • Coordinate with the emergency team.
      • Assist in representation to donors.
      • Coordinate with actors on the ground and the technical department.
    4. Capitalization:
      • Document and analyze interventions.
      • Present recommendations for future interventions.
  • Exploratory Missions:
    1. Preparation:
      • Review available information.
      • Conduct rapid reconnaissance of the area.
      • Identify needs and priorities for action.
    2. Analysis:
      • Evaluate the severity of the problem.
      • Formulate strategies and action plans.
      • Develop proposals for donors.
  • Technical Development:
    • Support cross-cutting projects.
    • Document emergency interventions.
    • Develop tools and technical documents.
    • Identify research topics.
    • Contribute to the management of emergency projects.

Does this description fit you?

  • Experience with NGOs in positions of responsibility in WASH projects and emergency responses Experience in Rapid Assessments Ability to analyse: both context and quick decision-making Knowledge of administrative-financial and logistical procedures applicable in emergency responses (main emergency donors: ECHO, UN agencies, Spanish, among others; knowledge of ACH procedures desirable)
  • A minimum of 3 years’ experience with NGOs in coordination or technical advisory positions · Experience working in humanitarian crises · Experience in exploratory missions · Experience in training · Knowledge of the different mechanisms of coordination and humanitarian response both at the level of INGOs, UN Agencies, etc.
  • Mastery of Spanish, French and English
  • Position based at the headquarters of Acción Contra el Hambre in Madrid with a high degree of mobility: availability to move to the field within 24-48 hours without prior notice. Physical and psychological endurance required. Deployments of up to 2-3 months in the field. Field presence ratio: 50% desirable but can reach up to 75%.
