Position Description
EnCompass LLC is seeking an International Team Leader to lead a comprehensive Gender and Social Inclusion (GESI) analysis of the USAID Bangladesh Democracy, Human Rights, and Governance (DRG) Portfolio.
EnCompass LLC is implementing the four-year United States Agency for International Development (USAID) Bangladesh Upoma Activity, providing a range of analytical and advisory services in support of USAID’s design, performance monitoring, evaluation, and operational learning and adapting efforts. Under Upoma, EnCompass has been tasked to conduct a Comprehensive Gender and Social Inclusion (GESI) analysis of the USAID Bangladesh Democracy, Human Rights, and Governance (DRG) Portfolio, to comprehensively review and assess its successes and areas for improvement in advancing social inclusion and gender equity. This analysis aims to evaluate the effectiveness of current activities in promoting the rights and meaningful participation of marginalized groups, including women, youth, ethnic and religious minorities, and gender diverse peoples.
Given the recent political unrest and targeted persecution of minority groups and women in Bangladesh, it is crucial to understand how DRG’s initiatives have addressed these challenges and how they can be adapted to better respond to evolving conditions. In particular, examining their access to information, participation in decision-making spaces, and if they are able to exercise their collective voice in, and are better served by, local and national systems. The GESI Analysis will provide insights into the impact of DRG’s programs on social inclusion and gender equity, identify gaps in response strategies, and offer recommendations for enhancing future interventions. This will ensure that DRG’s efforts are both responsive to current socio-political dynamics and aligned with the goal of fostering a more equitable and inclusive society.
Position Duties and Responsibilities
Essential functions:
- Lead the GESI analysis team including one Gender and Social Inclusion Specialist (GSIS), MEL GESI Specialist, and a Logistics Support Specialist (LSS).
- Attend the EnCompass-Upoma onboarding/training on internal standards for process such as data collection materials, coding, and analysis.
- Develop an Inception Report, including methodology, tools, and a timeline to execute the GESI analysis and answer the learning questions.
- Review relevant secondary data to inform the Inception Report, including methodology and tools.
- Conduct primary data collection through various means, such as interviews, focus groups, and stakeholder surveys, in accordance with the developed methodology and work plan. Ensure that data collection is conducted ethically and with sensitivity to gender dynamics.
- Lead the coding of qualitative data applying thematic code technique to identify patterns, themes, and trends related to gender.
- Conduct the analysis of gender-disaggregated data from relevant sources to produce insightful gender analysis presentations and reports as needed.
- Identify gender-specific opportunities, challenges, and impacts associated with USAID activities.
- Lead the conduction of data analysis and produce summaries, draft findings, and draw meaningful conclusions and recommendations.
- Lead the assessment team’s preparation of a preliminary findings presentation and gather input and feedback from the team involved.
- Act as the principal point of contact for Upoma’s Task Manager, providing regular updates on the progress of the evaluation. Conduct an in-brief meeting with USAID on arrival to Bangladesh and an out-brief meeting with USAID upon completion of primary data collection, before departure from Bangladesh.
- Lead drafting of the gender analysis report with the support of other team members.

Deliverables and Timing:
- Inception report including work plan, detailed methodology, GESI analysis framework and data collection tools, outline of the final report presenting the proposed structure of the report, and timeline.
- In-brief meeting with USAID’s DRG upon arrival in Bangladesh.
- Conduct any additional meetings with USAID, if needed.
- Regular progress reports/updates to the Upoma Task Manager.
- Out-brief meeting with USAID’s DRG at the end of field work/data collection to share preliminary findings and recommendations.
- Detailed notes or transcripts in English from the KIIs and FGDs.
- Data sets of any quantitative data collected through stakeholder surveys.
- A PowerPoint presentation on findings and practical, actionable recommendations.
- Facilitation of a co-creation workshop with USAID to discuss findings and recommendations.
- A draft version of the GESI analysis report, including recommendations for enhancing GESI integration in DRG programming.
- A final version of the GESI analysis report.
- Infographics summarizing the key findings and recommendations of the study.
Period of Performance and Level of Effort (LOE):
- The LOE for the Team Leader is approximately up to 60 days. The period of performance is from on or about December 1, 2024, to June 30, 2025.
Travel
- The position requires travel to different areas of Bangladesh.

Qualifications
Academic Qualifications
- A master’s degree in international development, gender issues, conflict resolution, political science, or related field is required.
Experience and Skills
- At least 5 years of experience in monitoring and evaluation within development projects, preferably with USAID-funded programs
- Strong understanding of GESI metrics
- Demonstrated expertise in both qualitative and quantitative research methodologies
- Proven ability to analyze data and contribute to evaluation reports
- Excellent communication and report-writing skills in English
- Fluency in Bengali
- Significant knowledge of the gender equality and female empowerment context of Bangladesh, preferred
