The IRC has been operating in Thailand since 1975 and currently aids displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary:

Under the supervision of Senior Health Manager, the Health Information System Officer is responsible for keeping up-to-date information about the emergency health program (demographic information in the temporary safety areas and partners’ program activities (monthly & quarterly). The Health Information System Officer must also ensure that the acquired data is valid and consistent and must always counter check with field members and partners. The Health Information System Officer needs to focus on minimizing the data discrepancies and improving data integrity throughout the project activities related to data (data collection, analysis, and reporting).

The Health Information System Officer will be based in Mae Sot IRC- Health office under the supervision of the Senior Health Manager. He or she will be mainly responsible for ensuring good data quality in every aspect and updating the information in align with dynamic/fast-paced situations in the field.

Major Responsibilities:

  • Serve as a data resource person for emergency program (HEALTH & WASH) data and regularly update information in coordination with team members.
  • Responsible for establishing various types of forms/formats in align with needs of the emergency program.
  • Modification, revising, amendment of established forms/formats as necessary.
  • Must be able to facilitate/implement independently starting from forms/format preparation, pilot assessment, data collection, data entry, data cleaning, data analysis, and up to visualization of data which can be readily utilized by managers and coordinators.
  • Assist in establishing the patient referral system and ensure data quality and timeliness.
  • Conduct rapid epidemiological and demographic (influx population) assessment at the field, probably Temporary Safety Areas (TSAs) and then compile crucial data and report to respective focal persons (HEALTH and WASH) for further necessary emergency activities.
  • Performs as a resource person for crucial information/data/records of program and must be able to extract within short notice and ready whenever the coordinators or managers requested.
  • Provide technical assistance in establishing disease surveillance system in TSAs and notify supervisors if there is unusual occurrence of disease pattern.
  • Responsible for tracking/compiling target vs achievement data of EHO partners’ data and dissemination among emergency team members.
  • Ensure good quality data (accuracy, completeness, relevance, consistency, coherence) in every single report produced by emergency health team.
  • Conduct assigned tasks/activities as instructed by supervisors.

External: Ethnic Health Organizations’ Partners, HISWG, CCSDPT, Thai Public Health Authorities, Implementing Partners, International NGOs, and United Nations agencies engaged with IRCs

Job Requirements:

Education: University Degree in Computer Science, Public Health, or a related field with at least 3 to 5 years of experience in relevant area

Work Experience: Development of assessment tools (preferably in emergency setting), Data collection/entry /compilation/analysis/visualization

Demonstrated Skills and Competencies:

  • Able to work as a team
  • Good communication skills
  • Good English (both written and verbal skills)
  • Demonstrated skills of ensuring good data quality throughout the project, and able to work in the field and fast-paced environment (i.e., emergency context)
  • Flexible working hours as necessities of the project
  • Demonstrated training and facilitation skills regarding data management
  • Competence in critical thinking, data analysis, and data visualization

Computer skills:

  • Robust knowledge in Microsoft Package (Microsoft Word, PowerPoint) and expert in Microsoft Excel
  • Good knowledge in Power BI is a must and other Data Analysis Software such as Python, R, SPSS, and STATA is an asset

Language Skills: Fluency in English: Knowledge of Karen, Burmese, and Thai is an asset.

Working Environment:

The position is based in Mae Sot District, Tak Province with frequent travel to the field especially areas near the Thailand-Myanmar Border.
