The overall objective of the Senior Analyst will be to contribute to the smooth functioning of the newly formed Humanitarian Analysis Cell, contributing to the implementation of contextualised and evidence-based analysis of humanitarian needs to support key humanitarian coordination and decision-making structures in Venezuela. This will include GIS data and analysis provided to humanitarian actors and coordination structures and forums and may involve a high level of external engagement to ensure the effectiveness of any analysis undertaken and the analysis cell for humanitarian response. An experienced candidate is sought who has previously implemented research projects in a complex humanitarian environment. The candidate should be comfortable representing IMPACT to external actors and be able to coordinate and liaise with a range of external partners. The Senior Analyst
will be responsible for contributing to the development of the strategy and implementation of the
Venezuela Humanitarian Analysis Cell, under the supervision of the Research Manager, based in Caracas,
Venezuela. The position is based in Caracas and travel to other locations in Venezuela is expected.
RESPONSIBILITIES 1. EVALUATION AND ANALYSIS MANAGEMENT – Design evaluations and data analysis plans, ensuring that all analyses and/or evaluations are planned in line with relevant project and programme objectives, in consultation with humanitarian partners and according to REACH research cycle guidelines and quality standards; – Ensure that the objectives and expected outcomes of the evaluation and/or analysis cycles undertaken are aligned with the overall implementation strategy and are clearly understood; – Provide technical support to relevant humanitarian actors in terms of preparation for new data collection exercises, GIS or analysis, including development of programme strategy as needed; – Ensure that secondary data has been considered in preparation and to contribute to any analysis; – For each new activity or analysis, produce Terms of Reference (ToR) and ensure that they are reviewed in-country before being submitted to IMPACT HQ for validation; – Draft and build, in close coordination with the requesting humanitarian actor, a comprehensive analysis framework and timeline of key milestones to be reported. 1.2 ANALYSIS – Ensure that all analyses undertaken contribute to the overall improvement in prioritisation of the humanitarian response through close coordination with key stakeholders in the response. – Apply sector-specific expertise in information management, qualitative and quantitative analysis to support humanitarian data analysis (ideally with expertise in food security, nutrition, WASH and/or health). – Manage data analysis exercises, ensuring smooth implementation in accordance with agreed terms of reference and/or agreements with key external partners; – Manage the preparation, conception of dynamic dashboards, including monitoring and tracking the collection of related data, data from key partners such as OCHA, other UN agencies and NGOs, as needed; – Be available to provide technical support and capacity building as needed based on requests from other humanitarian information management actors in the response, particularly in priority areas; – Collaborate, support and follow up with key partners and stakeholders (particularly on identified challenges) during the analysis and dissemination processes, as needed; – Ensure all analysis, maps and findings are completed in a timely manner and have been validated and verified by IMPACT Headquarters. 2. STRATEGY DEVELOPMENT AND IMPLEMENTATION – Contribute to identifying information gaps in line with humanitarian priorities,and identify dissemination strategies to strengthen the impact of our work; – Explore and contribute to synergies with other evaluation and knowledge management actors, as well as strategic partnerships with key humanitarian actors and decision makers. – Give special importance to finding contextually sensitive ways to overcome dissemination and communication challenges among humanitarian actors; – Contribute to the development and implementation of the Analysis Cell strategy and the overall REACH Venezuela country strategy. 3. EXTERNAL RELATIONSHIP – Represent REACH in thematic and multi-sectoral groups/technical working groups meetings in the country, and follow up on technical issues identified in the group meetings
or thematic groups; – Present evaluation results to relevant partners, to enhance their use and impact; – Ensure that relevant partners are consulted and involved in all stages of the evaluation cycle: evaluation preparation; data collection; data analysis; product review; product dissemination; and lessons learned; – Be available to respond to requests for information from key humanitarian partners in order to support the development of joint database tools and processes – Liaise closely with partner organisations to ensure smooth implementation of the analysis cell activities and close coordination with partners requesting data or services – Ensure that external communications with key partners and stakeholders, including UN agencies, and NGOs, are conducted and documented as appropriate. – Support the Research Manager in external engagement on the REACH/IMPACT strategy or fundraising and grant management as required; 4. ACCOUNTABILITY TO COMMUNITIES AND BENEFICIARIES The Senior Analyst is responsible for ensuring that all interactions with Venezuelan communities are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about the objectives, activities, beneficiary selection criteria and methodologies of the IMPACT program. This is the responsibility of every IMPACT staff member. 5. CONFIDENTIALITY AND DATA PROTECTION The Senior Analyst will maintain the strictest confidentiality regarding all data collected and related processes and will actively take measures to prevent unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during their assignment with IMPACT. In addition, they must follow the information sharing protocols of IMPACT and allied organizations. Every IMPACT member is responsible for ensuring that all relationships with the communities in which they work are conducted are confidential.
IMPACT and its partners work together in a respectful and consultative manner. Due attention should be paid to ensuring that communities are adequately consulted and informed about IMPACT programme objectives, activities, beneficiary selection criteria and methodologies. REQUIREMENTS Excellent academic qualifications including a Master’s degree in a relevant discipline (information management, information systems, database management, remote sensing, statistics) or equivalent work experience. Years of work experience At least 5 years of progressive experience in information management, data visualisation or other related areas. Experience in using data processing and information visualisation tools is a must. Experience in information management in response to disasters or complex emergencies. Relevant experience in the UN system or an international organisation is desirable. Experience in coordinating with different actors in the humanitarian architecture is desirable. Familiarity with the humanitarian system and proven experience as a sectoral data and information management specialist (ideally in food security, nutrition, WASH and/or health) Excellent analytical and evaluation skills applied research methodologies to the humanitarian sector, including a solid understanding of sampling frames and their application, ability to analyse large data sets and demonstrable experience in data science. Excellent
software skills; Advanced knowledge of R, STRATA, Python or equivalent statistical software. Proven knowledge and advanced skills in Microsoft Office. Skills; Graphic Design: InDesign, Illustrator; Data Visualisation: Tableau, Power BI.
Communication/Reporting Skills Excellent effective communication and report writing skills, including proven experience contributing to high-level presentations. Ability to multi-task under tight deadlines, across numerous evaluation cycles in a complex environment; Level of Independence A self-starter with demonstrated ability to work independently; Cross-cultural Working Environment Ability to work in a cross-cultural environment requiring flexibility; Language skills Oral and written English skills desirable; Security environment Ability to operate in a complex and challenging security environment.
