I. Introduction

II. Context
DRC has been present in West Africa since 1998. DRC’s regional office for West Africa, North Africa and Latin America is based in Dakar, Senegal, and covers twelve countries outside Senegal. DRC opened in CAR in 2013 and currently includes a coordination office in Bangui, and three offices in the North West (Paoua, Batangafo and Bocaranga). DRC CAR implements several projects in its operational areas with strong protection components (including protection monitoring, GBV, social cohesion, child protection, civil documentation, psychosocial support, community-based protection) and other sectoral activities (economic recovery, Shelter/IFN), Wash for which a protection mainstreaming approach and cash are promoted. DRC CAR also develops partnerships with several local civil society organizations for the implementation of projects and the strengthening of their capacities. We are looking for an experienced humanitarian professional with excellent protection knowledge to provide technical support to DRC’s protection strategy in CAR.
III. Purpose of the Position
Under the management of the Program Director and under the technical supervision of the Regional Protection Coordinator, the Protection Coordinator is responsible for the technical supervision and qualitative implementation of all protection projects, contributing to the development of country strategies, which translate into action plans and daily tasks in the field of Protection. He/She will have to ensure the quality of programming as part of the implementation of the project while ensuring strict compliance with DRC procedures. He/She will ensure coordination with other actors implementing protection projects in the DRC intervention area.
IV. Function and responsibilities
Technical support
- Support the implementation of projects in the field through participation in the development of technical guides, monitoring and evaluation tools and support in the field
- Support project managers in planning and financial monitoring of expenditure related to the protection sector
- Contribute to the development and review of Protection activity reports
- Ensure the strategic link between the Protection projects but also with the other sectors of intervention of DRC in particular ECREC and the DHCP (Humanitarian disarmament and consolidation of peace)
- Provide technical advice to Project Managers and the Programme Director on technical approaches and protection strategy and define the protection strategy and priorities
- Responsible for the analysis of protection in the country, the development of strategic documents and the supervision of Protection programming in the country
Coordination and representation
- Collaborate with relevant internal and external technical experts on protection-related issues.
- Work closely with the PIM manager
- Represent DRC at relevant coordination meetings (Protection Cluster, VBG Cluster, Child Protection Cluster, MARA Meeting, etc.) and ensure good representation and reputation of Protection at all levels.
- Actively participate in internal programme coordination meetings and ensure coordination with sector counterparts when implementing jointly funded projects
- Actively coordinate with Project Managers the qualitative implementation of protection projects
- Ensure and actively lead regular meetings/training on protection with relevant staff
General programming and operations
- Develop/update the country Protection strategy and ensure quality monitoring of its implementation
- Develop Protection SoPs based on programmatic needs
- Ensure timely protection analysis and monthly/quarterly/annual/highlighted reporting as required
- Ensure the strategic integration of protection activities with other DRC sectors (Food Security and Economic Recovery, EHA, Emergency, NFI/Shelters, etc.)
- Conduct protection assessments to assess emerging programming needs and opportunities
- Provide high-quality technical insight into protection programs
- Work closely with all relevant departments on DRC’s Code of Conduct and Protection from Sexual Exploitation and Abuse (PSEA) Policy; participate in its implementation (including capacity building/training).
- Prepare evidence-based protection analyses and advocacy materials for relevant external stakeholders
- Participate in the development of project monitoring and evaluation tools, budget monitoring and project planning.
- Any other ad hoc task at the request of the Program Director or the Head of Mission.
Project development
- Explore avenues of funding and collaboration with other humanitarian and state partners
- Ensure the development of proposals for protection activities in coordination with program managers and the Grants Department
- Work closely with the Head of Programs and the Development and Quality department to develop quality project proposals and budgets
V. Required qualifications
- Relevant university degree (at least Bachelor’s degree) in Social Sciences, Law, Political Science, International Development etc.
- Minimum 5 years of practical experience in the field of protection with an INGO and/or a United Nations agency
- Documented skills in project planning and project proposal development
- Experience in project management, including financial and HR management
- Experience working in data protection analysis and management
- Excellent computer skills: Outlook, Word, Excel and PowerPoint
- Experience working with national partners, local/government authorities and United Nations organizations
- Professional written and oral proficiency in French and good understanding of English
- Strong experience in implementing GBV projects
- Experience in facilitating training in the following sectors: protection in emergencies, protection monitoring, PSS, GBV, establishment and management of safe spaces, positive masculinity, life skills, child protection.

VII. General regulations
- The employee must follow the DRC’s instructions regarding security, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Responsibility Framework.
- The employee must not carry out any other paid activity during the duration of his/her contract with the DRC without receiving prior authorization to do so.
- The employee shall not engage in any activity that could harm the DRC or the implementation of any project during the term of the contract with the DRC.
- The employee must not give interviews to the media or publish photos or other documents related to the project without prior authorization.
- The employee must return all equipment borrowed for the project to the DRC after the end of the contract period or upon request.
