The mandate of the emergency unit is to intervene as a priority in emergencies and crises that occur in countries where MdM is already operational (30 countries). The emergency response in countries where MdM is not present is systematically considered if access to the continuum of care is interrupted and if the capacities of the country and the actors on site are exceeded.
The post
You are part of the emergency unit’s voltigeur team that is deployed in emergency contexts to launch new interventions. You are under the responsibility of the emergency unit manager based at headquarters and when you are deployed in the field, you are under the responsibility of the general coordinator of the mission. You have a functional link with the emergency unit’s health referent based at headquarters and you work closely with the voltigeur team. You are deployed for a maximum period of 3 months to participate in exploratory missions, open missions, support existing MdM operations/missions through “gap-filling” (replacement) or support the implementation of specific medical activities (e.g. training, preparation, etc.). The sharing of working time between the field and headquarters is estimated at 80%-20%. Your main responsibilities are as follows:
1. Field deployment:
- Carry out qualitative health assessments and those linked to humanitarian needs during exploratory missions
- Develop program responses and strategy
- Participate in the development and implementation of the Emergency Preparedness and Response Plan (EPREP)
- Write project proposals and participate in the development of budgets submitted to donors
- Coordinate the implementation of the health emergency program
- Oversee the process of purchasing, inventory management and distribution of pharmaceutical products
- Identify health workforce needs for emergency programs and ensure rapid recruitment, integration and training of new staff
- Participate in writing reports for donors
- Monitor and analyze results to improve program effectiveness and quality
- Ensure compliance with MdM policy and procedures by the entire team and program activities
- Ensure representation and coordination with other agencies, local government, donors and other stakeholders
2. Support from the seat:
- Provide emergency preparedness and response support to MdM programme teams in countries
- Contribute to the development of tools and protocols for MdM emergency operations
- Actively participate in team preparation and capacity building initiatives
- Contribute to the development of the overall strategic approach to emergency health response
- Leverage experience gained and develop lessons learned
- Ensure active humanitarian monitoring
Profile sought
- Medical or paramedical diploma
- A Master’s degree in public health is an additional asset
- At least 4 years of experience in a similar position or in the humanitarian sector
- Experience in public and community health
- Experience in supervising sexual and reproductive health and nutrition programs
- Experience in epidemic management and emergency response
- Experience in negotiating with local authorities and local partners in a volatile context
- Mastery of the office pack
- Fluency in French and English (written and oral)
Conditions of employment
- Permanent contract (CDI)
- Date: early January 2025 – deployment in the field no earlier than 1 month of integration (face-to-face at headquarters/teleworking according to our teleworking agreement)
- Position based 80% in the field and 20% at headquarters
- Gross monthly salary of 3,570 euros
- Full-time position
- 13th month from 6 months of seniority and paid in 2 installments
- Field travel bonus of 198.18 euros gross/month in proportion to the time spent in the field
- At headquarters, meal vouchers with a unit value of €9 (contribution of 60% from MdM, 40% from the employee) and in the field via a fixed meal allowance set according to the country
- At headquarters, 50% reimbursement of public transport tickets (Navigo subscription for Parisians) and 100% support from headquarters to the field
- Accommodation covered 100% on the ground and at headquarters if required in the event of a briefing/debriefing (2 nights max)
- Mutual: 60% participation by MdM and 40% by the employee
- Holidays: 22.5 RTT/year and 5 weeks of paid leave/year
- Teleworking agreement subject to eligibility of your position: 110 days of teleworking per year (i.e. an average of 2.5 days of teleworking per week) with the obligation to work in person at least 5 days per month
