Position Objectives:

The specific objective of this consultancy is to work with the Bureau for Public Procurement (Due Process Bureau) and procurement entities (MDAs and LGAs) in the education, health, and WASH sectors in Gombe State to develop a standard public procurement planning guidebook and workflow to guide annual procurement plan preparation, implementation, review, and reporting. The goal is to strengthen the public procurement process of the state to deliver quality public service effectively and efficiently in the areas of education, healthcare, and water, sanitation, and hygiene (WASH).

This intervention is intended to ensure timeliness and quality in the target MDA’s and LGA’s procurement functions and to ensure value for money in the state’s investments in health, education, and WASH.

Position Responsibilities and Deliverables:

The Consultant is expected to perform the following activities and deliver the corresponding deliverables that are technically acceptable to State2State:

  • Onboarding meeting with State2State team to review and agree on the workplan with agreed due dates of outputs delivery.
  • Review of procurement-related documents, templates, and laws.
  • 2-day diagnostic engagement with priority MDAs and BPP to identify gaps and capacity needs concerning Procurement Planning.
  • Preparation of draft procurement planning guidebook and workflow.
  • Validation of draft procurement planning guidebook and workflow.
  • Preparation and review of training materials using the validated procurement planning guidebook and workflow.
  • Equip state and LGA officials with requisite skills through training and practical/walkthrough sessions on annual procurement planning using a train-the-trainer approach.
  • Remote review of MDAs/LGAs’ 2025 Procurement Plan to be developed by the MDAs/LGAs using the guidebook.
  • Preparation and review of Activity Report acceptable to State2State, including response to review and quality assurance comments.

Reporting:

The Consultant will report directly to and have his/her technical deliverables reviewed and accepted by the State2State Technical Director – Public Financial Management through the State Team Lead and PFM Specialist of Gombe State.

Minimum Requirements

  • Minimum of a Master’s degree in a relevant field such as Finance, Economics, Public Administration, Business Administration, Procurement and Supply Chain Management, Business Administration, Public Finance Management, etc.;
  • Minimum of 8 years of experience working in Public Financial Management (PFM), procurement, policy and governance;
  • Experience working with counterparts at the state government level and understanding of local governance issues related to public procurement and public financial management and development of government manuals, strategies, and templates preferred;
  • Previous experience working with government officials or in government offices preferred;
  • Experience with the use of training the trainers (TOT) methodology;
  • Experience with USAID or other donor funded projects focused on governance, public finance management, and procurement in education, health or WASH preferred;
  • Fluency in English and a relevant local language preferred.
  • Membership of professional bodies such as ICAN, ACCA, ANAN, CIPSMN, CIPSAN, etc. is an added advantage;
  • Demonstrated effective training, capacity building and coaching skills, networking, interpersonal skills, creative problem solving, conflict, and ethical management skills;
  • Strong skill set in reporting, monitoring and evaluation;
  • Computer literacy in word processing, spreadsheet, and presentation software (Microsoft Office packages).
