1. Context:
Secours Islamique France (SIF) is an international Non-Governmental Organization of national and international solidarity dedicated to reducing poverty and vulnerability across the world through humanitarian, development, and social missions. The Kenya/Somalia Mission, launched in 2011, and based in Nairobi with field offices in Marsabit (Kenya) and in Mogadishu and Kismayo (Somalia), is implementing humanitarian and development interventions targeting vulnerable communities in the
two countries.

The Mission implements humanitarian and development interventions across the two countries, working in four key sectors:
i. Education and Child Wellbeing
ii. Food Security & Livelihoods
iii. Water, Sanitation & Hygiene
iv. Health & Nutrition

To further bolster the capacity of its staff, SIF plans to conduct a training on resource mobilisation and proposal development for its Mission Program staff. The training is aimed at equipping staff with the necessary skills and knowledge to optimize resource mobilization capacity of the mission. SIF is therefore seeking the services of a suitably qualified consultant or an experienced firm of consultants to conduct the Resource Mobilisation and Proposal Development Training.

3. Objectives of the Consultancy Assignment:
The primary objective of the resource mobilisation training is to equip participants with the knowledge and skills needed to effectively mobilize resources and develop winning proposals for various projects and initiatives
Specific objectives of the training are to:
i. Enhance staff understanding of key principals of strategic partnerships and resource mobilisation, and how to navigate the donor landscape.
ii. Build understanding of how to develop strategic resource mobilization plan tailored to support the mission’s humanitarian and development work and its strategic plan.
iii. Enhance understanding of how to build and maintain strong relationships with donors and upstream partners.
iv. Provide practical strategies for identifying funding opportunities and tailoring proposals to meet the specific donor requirements and best practices to increase success rate in securing donor funding.
v. Develop skills of how to develop compelling and persuasive proposals that align with donors’ priorities and requirements.
vi. Expose staff to various tools and techniques for effective proposal development.
vii. Initiate a process for the development of a comprehensive fundraising strategy for the Mission.

4. Scope of Work:
The training will be conducted over two days and will cover these areas at a minimum:
i. The concepts and principles of Partnerships and Resource Mobilisation
o Types of donors and funding sources
o Donor mapping
ii. Resource Mobilisation Strategy and Plan
iii. Building and maintaining relationships with donors and upstream partners
iv. Compliance and reporting requirements
v. Fundamentals of Proposal development – the design, the tools, the parts and the submission processes
vi. Budgeting and financial planning
vii. Creating a comprehensive fundraising plan.

5. Training Methodology:
The training should employ adult learning methods, employing a combination of methodologies to ensure an interactive and engaging learning. These should include:
• Presentation and lectures
• Group discussions and brainstorming sessions
• Case studies and real-life scenarios
• Practical exercises and role-plays
• Question and Answer sessions.

6. Expected Outcomes:
By the end of the training, participants will have:
• Increased understanding of resource mobilisation and partnerships development
• Practical skills on developing winning proposals

7. Duration and Schedule:
The training will take two days and is planned for 26 and 27 November 2024. The consultant will be required to develop a training schedule for the period covering the objectives of the training.

8. Venue:
The training will be held in Nairobi at a selected venue with SIF paying for the full training package and equipment.

9. Participants
The training is designed for SIF staff involved in proposal development and resource mobilization.

10. Profile of the Consultant:
The Trainer(s) should possess:
• Demonstrated experience in designing and delivering resource mobilisation and proposal development training.
• In-depth knowledge of humanitarian resource mobilisation and donor landscape.
• Previous training experience with Civil Society and/or United Nations Organisations
• Demonstrated experience of writing successful donor-funded proposals
• Master’s degree in relevant field including Development and Humanitarian studies, Management, International Relations, or Finance
• Possess relevant qualifications or certifications in Proposal Writing.
• Familiarity with adult learning principles and methodologies.
• Ability to adapt training content to meet the needs of diverse learners.
• Strong organizational and time management skills.
• Experience in evaluating training effectiveness and making improvements as needed.
• The consultant must present legal proof of their status.
• The consultant must be available between 26-27 November 2024.
• The consultant must pledge to comply with SIF’s Child Safeguarding Policy and Code of Conduct.

11. Logistics and Support:
SIF will provide:
• Training materials and resources.
• Venue and necessary facilities.
• Refreshments and meals for participants.
• Any required travel and accommodation arrangements for the participants.
The consultant will be in charge of their logistical needs including providing training materials.

12. Payment Terms for the Consultancy Assignment
The consultancy services will be paid in 2 instalments;
– A down payment of 30% of the total amount, upon signing of the contract and submission of an initial invoice;
– A final payment of the remaining 70% when the final report is submitted, once SIF has received all the deliverables and validated their conformity against the criteria in the terms of reference, and provided that any late delivery penalties have been paid.

13. Reporting:
The trainer will be required to submit a detailed report at the end of the training including:
• Summary of the training sessions.
• Participant feedback and evaluations.
• Recommendations for future training sessions.

13. Consultancy Application Process:
Interested trainers or training organizations are requested to submit:
• A concise proposal demonstrating the Consultant’s understanding of the Terms of Reference and outlining the proposed training plan and methodology.
• Trainer’s CV highlighting relevant experience.
• A financial proposal that must include the total cost of the consultancy services and the applicable local taxes.

14. SIF Code of Conduct:
SIF applies a zero-tolerance principle to fraud, bribery, attempted fraud or acceptance of a bribe, corruption, money laundering, funding of terrorism, moral harassment, sexual harassment or abuse or violence of any kind whatsoever. This principle applies to all SIF stakeholders including consultants. This consultancy is subject to respect and commitment to SIF code conduct, Anti-Fraud/Anti-Corruption Policy, and Conflict of Interest Policy. Consultant are required to declare any conflict of Interest prior to start of the consultancy.

15. Intellectual Property Clause:
All information pertaining to Secours lslamique France that the Consultant may come
into come with in the performance of his/her duties under the assignment shall remain
the property of Secours lslamique France and shall not be shared with third parties
without prior consent from Secours lslamique France. All necessary tools, equipment and
materials required for the OSH training shall be provided by the Consultant. Secours
lslamique France shall bear no liability for any damage to the Consultant’s equipment
or personal injury experienced during the assignment.

16. Child Safeguarding Statement:
SIF commits to respect the “Do no harm” humanitarian principle and ensure child safety
is paramount in all its activities. SIF implements a Child Safeguarding Policy (CSP) at
head office and for every mission. Therefore, we implement all necessary measures to
ensure that only those who are suitable to work with vulnerable people, with children,
engage with our organization. This consultancy is subject to respect and commitment
to SIF Child Safeguarding Policy throughout the implementation period. We have
zero tolerance for harmful practices and will take any allegation or report of child
abuse very seriously.”
