The International Rescue Committee (IRC) is seeking a Partnerships Manager (PM) to oversee partnerships with CSOs, INGOs, and local governments for a USAID-funded 5-year project in El Salvador to prevent GBV, improve and expand survivors’ assistance services, and increase judicial accountability for perpetrators. Programming interventions will focus on strengthening national organizations, civil society actors, and key stakeholders to implement social behavior change strategies and, ultimately, improve their capacity to deliver grass-roots solutions that are resilient and impactful. The PM will ensure sub-recipients understand and follow USAID’s rules and requirements, terms and conditions, and will maintain current knowledge and information about USAID’s compliance requirements, as well as internal IRC policies, rules and regulations. Of paramount importance, the PM will ensure that the IRC Partnership process is executed in accordance with USAID and IRC rules and regulations; build the technical and management capacity of partner staff and foster mutually beneficial partnerships. This position is contingent upon award and approval from USAID and is anticipated to start in November 2021.
Job Responsibilities
• Working with the project leadership team, define approach to partnerships and teaming relationships within the consortium.
• Work with programmatic and technical colleagues across the project to help analyze data that inform periodic review and course correction as necessary.
• Act as the compliance focal point for all subawards partnerships, ensuring robust Subaward management, by advising on internal policies and USAID compliance.
• Provide technical support to establish compliant Subaward management systems.
• Engage with project offices and technical teams as needed to provide input and develop solutions on Subaward matters. Using knowledge management systems, conduct and oversee the review of all documentation and instruments for compliance with USAID and IRC policies and procedures.
• Advise senior leadership on the progress of Subaward management throughout the project and any major risks identified. Help develop appropriate risk mitigation plans as necessary.
• Trouble-shoot issues as they arise; respond to partnership questions/inquiries from donors/staff/partners.
• Conduct technical trainings and ongoing technical coaching for program and partner staff.
• Review and share program-specific tools / resources / curricula and work with Technical Unit specialists to contextualize and adapt global and country-specific materials.
• Perform other duties and responsibilities as required.
Qualifications
• Advanced degree (or equivalent experience) in Education, Gender, or related field with at least 7 years working in international development.
• At least 7 years’ experience in leading partnership relationships of large and/or complex donor funded (USAID, FCDO, etc.) programs.
• Demonstrated experience and expertise in interpreting and applying statutory and regulatory language from USAID awards and contracts to develop partner facing Subawards and Subcontracts.
• Demonstrated expertise and experience in Subaward Systems development and maintenance.
• Developed understanding of business and partnering standards required to create a high performing and accountable environment.
• Previous experience in developing donor compliant partnering tools, templates and trainings in multicultural setting
• Excellent oral and written communication skills, including the ability to effectively and diplomatically negotiate with donors, partners and co-workers
• Extensive experience working in El Salvador or the region of Central America and Latin America.
• Fluency in English and Spanish required.
