General context of the project
Present since 2010, INTERSOS DRC operates in 4 provinces mainly in the protection sector (South Kivu, North Kivu, Ituri and Haut Uele). INTERSOS is responsible for monitoring protection in Ituri, North Kivu, South Kivu with UNHCR funds. Humanitarian funds also finance certain projects in the protection sector in Ituri and SV in North Kivu. INTERSOS also works in partnership with UNICEF and WFP in the nutrition and cash support sector. With more than 200 employees, INTERSOS has a portfolio of approximately USD 6.4 million. INTERSOS is generally well accepted by communities and is present in many territories. By the end of 2023, INTERSOS wishes to continue to improve the quality of its work and deepen its understanding and analysis of protection issues affecting the population in order to provide adequate responses. INTERSOS also wishes to expand its portfolio by working with new institutional donors in order to better meet the needs identified.
General objective of the position
In collaboration with the Programme Coordinator/Programme Manager, define and plan programme objectives and priorities in accordance with the INTERSOS strategy, by identifying humanitarian needs, analyzing the humanitarian context and issues, risks and constraints and calculating human and financial needs.
Manage, in collaboration with the Field Coordinator, operations, strategic growth and strong external and internal representation in order to effectively ensure the objectives of the program and improve the living conditions and humanitarian situation of the targeted population. He/she is responsible for the overall development, management, planning, implementation and monitoring of programs implemented within his/her area of responsibility.
The Program Manager brings together the different components of the projects and ensures that quality and timely reports are provided to the donor.
The Program Manager holds the budget and closely oversees/monitors financial planning, liquidity planning and budget utilization/burn rate monitoring in accordance with the INTERSOS model and donor regulations.
Main responsibilities and tasks
Program development and quality:
- Provide quality reporting on programme activities, including findings in terms of impact and changes at beneficiary level achieved through projects, compliant and consistent reporting in line with INTERSOS and donor requirements, in close collaboration with the HQ Grants Unit
- Develop a clear understanding of the INTERSOS programme and country strategy among project teams – also ensure that the team provides timely input and feedback on strategic issues.
- Contribute with the Field Coordinator to strategic growth and the development of programs and projects.
- Ensure that programme implementation complies with INTERSOS and donor minimum technical standards and seek technical advice and MEAL guidance and tools.
- Ensure a clear overview of actors and services in the intervention area, enabling the development and implementation of partnerships and referral pathways.
- Work closely with the technical coordinators of Protection and Medicine to ensure the quality of the service provided and compliance with the procedures and standards of Protection and Medical

Program management:
- Ensure planning, implementation and monitoring/evaluation and set objectives as included in the project description. Report any significant deviations from the program implementation plan and estimated expenditures; Alert relevant staff.
- Oversee the implementation, monitoring, development and evaluation of programs in collaboration with project teams
- Prepare regular updates of the programme activities work plan and related financial plan, ensuring that implementation is timely and quality-assured, in line with INTERSOS and donor guidelines and in line with project and sector strategies.
- In collaboration with the MEAL team, develop tools for evaluating, analyzing and assessing the impact of the project
- Conduct regular field visits to project sites to ensure the quality of the intervention in compliance with internal and donor standards.
- Work closely with the Partnership Officer to oversee the implementation of the partnership and regularly review progress with the Project Manager.
- Ensure close coordination and interaction with other programme/project managers and technical coordinators to ensure harmonization of implementation modalities, tools, approaches, etc.
- In collaboration with the field coordinator, analyze the area of responsibility, the humanitarian needs of the community and assess it
- In collaboration with technical coordinators, design and review project proposals
- Investing in building relationships, both with the external community and with the population targeted by Intersos
- Provide constant update on project progress to the Field Coordinator and Program Manager/Program Coordinator
- Represent INTERSOS in relevant working groups and other fora (groups, donor meetings) in the Intersos programmatic context, as requested by the Field Coordinator and the Head of Programme/Programme Coordinator. Ensure that highlights are communicated in a timely manner to the Head of Programme, Technical Coordinators and the Field Coordinator.
- In coordination with the Field Coordinator and Program Manager, provide regular updates to donor representatives
Reports:
- Ensure the institutional memory of the programme, by keeping written records (and classifying them) of its development, in order to disseminate INTERSOS achievements and improve awareness
- Ensure regular internal reporting and develop, in coordination with the Grants Unit, contractual reports in accordance with donor rules and regulations.
- Ensure that the INTERSOS Project Assessment Tool is accurate through data collection and timely submission.
- Monitor project data collection with relevant technical referent, analysis and reporting in a timely manner to ensure correct use of internal database and monitoring tools.
Personnel management:
- In coordination with the HR department and the managers concerned, plan and organize organizational charts, distribute tasks and workload between teams, guide their understanding of the issues related to the program and the mission through regular working meetings and feedback, in order to ensure effective deployment of resources and the achievement of expected objectives.
- Inform the field team about the instructions given by the coordination by promoting smooth and fluid written and oral communication and flow of information and ensuring confidentiality.
- In coordination with the Human Resources Department and relevant technical managers and coordinators, identify training needs, build capacity, coordinate, supervise and motivate staff, support ad hoc training sessions and on-the-job training, provide individual monitoring and coaching, conduct end-of-mission evaluation of team members and lead internal communication initiatives to facilitate the integration and professional development of individuals and maximize their capabilities. commitment to the values and objectives of the INTERSOS project
- In coordination with the Human Resources department, he is responsible for ensuring that program staff are trained and comply with INTERSOS policies, rules and regulations.
Finance and logistics:
- Plan and monitor financial expenditures ensuring that reporting and accounting of expenditures are correct in accordance with the defined budget. In coordination with the Finance Department, monitor project financial indicators to ensure efficiency and early detection of deviations and their causes.
- In coordination with the Base Plan Manager and provide overall oversight of procurement for program needs, monitoring progress with the relevant Project Manager
Required profile
Education
- University degree at the level of commerce in social sciences, political science, international relations, humanitarian aid or a related discipline
Professional experience
- Minimum of 3 years of professional experience in humanitarian project/programme management, including financial management and logistical responsibilities
- Minimum 1 year of experience in implementing multi-sector humanitarian programs and analyzing the security context
Professional requirements
- Experience in complex emergency situations and insecure countries
- Administrative, financial and budget management skills
- Essential computer skills (Word, Excel and Internet)
- Analytical thinking, analytical skills and strategic program development skills
- Experience in establishing and maintaining collaborative relationships with donors and government counterparts, as well as in donor compliance and reporting.
