COOPI is looking for a Project Manager
Since 2019, COOPI has established a presence in Venezuela to assist the local population following the worsening of the country’s socio-economic crisis. As of July 2020, it has launched a regional crisis response programme that is implemented in consortium with Venezuelan organisations for the protection of vulnerable groups. In recent years, COOPI has expanded its interventions and is currently implementing projects with different donors in Caracas, Lara, Carabobo, Anzoátegui, Sucre and Delta Amacuro in protection (GBV, Child Protection, Human Trafficking and Smuggling), sexual reproductive health, WASH (water, sanitation and hygiene) and school feeding. COOPI is currently implementing projects funded by COOPI Suisse, ECHO, the EU, and UN agencies.
Job Description
Under the direct supervision of the Country Coordinator and in coordination with the Country Manager, the Project Manager will be responsible for ensuring the correct implementation of the project, as well as administrative, logistical and human resources management, respecting the commitments made to the beneficiaries and the project financier.
Areas of responsibility
Project management
- Plan and monitor the development of the activities planned in the contract in collaboration with the project team
- Prepare the operational plan and project documentation in relation to possible modifications to the initial plan
- Ensure that project monitoring systems are operational and effective to ensure control of indicators and activities
- Carry out regular monitoring of the correct implementation of all activities on the ground, transmitting information periodically and as needed
- Prepare all required technical and financial reports and send them to the coordination for validation
- Prepare a report to capitalize on the experience developed in the project
- Ensure good institutional relations with beneficiaries , project partners, local authorities and the donor
- Directly represent or organize the periodic representation of COOPI in the clusters and technical groups associated with the project
- Ensure compliance with COOPI and donor procedures in all activities and actions related to the project, whether operational, administrative, financial or logistical.
Administrative/financial responsibilities
- Plan the expenses to be made
- Control the consistency of expenses with respect to the project budget
- Regularly monitor the expenses incurred and supervise the accounting and management of the cash fund and the project account using COOPI management tools
- Prepare the project procurement plan
Logistics/security responsibilities
- Supervise and organize the correct preparation of the material resources necessary for the execution of the project
- Ensure the correct management of the assets acquired for the project
- Monitor effective compliance with safety procedures by all project personnel
- In collaboration with the Country Coordinator and the Logistics Coordinator, analyze the security situation in the project intervention area and decide on the actions to be taken if necessary with respect to the security plan.
Human Resources
- Organize the hiring of the project’s technical team in collaboration with the administration and the human resources manager
- Manage the personnel assigned to the project following the work plans of each collaborator
- Correct any behavior that does not comply with COOPI regulations, policies and procedures
- Organize/conduct weekly project team coordination meetings and share minutes with the country coordinator
- Conduct periodic staff evaluations and report them to the country coordinator
Other responsibilities
- Strengthening the skills/training of local partners for project implementation

- Participate in the drafting, preparation and presentation of new projects in compliance with the organization’s procedures
Communication
- Support the production and dissemination of COOPI communication and visibility tools and products in Venezuela (newsletters, project sheets, brochures, success stories, photos/videos, etc.)
- Collect data and information needed in collaboration with field teams to improve communication products
Desired profile
ESSENTIAL
- Bachelor’s degree in Political Science, Development or Humanitarian Aid, or related fields
- 3 years of field work experience in the field of development cooperation/humanitarian aid
- Knowledge of the project cycle in the world of humanitarian aid and development cooperation
- Ability to work in a team and in a multicultural environment
- Excellent interpersonal and communication skills
- Good command of common computer programs (Word, Excel, PowerPoint);
- Excellent command of written and spoken Spanish, and knowledge of English
- Excellent writing skills in Spanish
- Sense of organization and teamwork, flexibility
- Ability to work under pressure, autonomously and in an often uncomfortable environment
- Respect for COOPI’s values/mission
Desirable
- Previous experience working with cooperation and/or humanitarian aid organizations
- Previous work experience with COOPI and ECHO is preferred
- Previous experience working with local groups and organizations
- Knowledge of the physical-environmental and socio-anthropological context of the intervention area
