Context:

Since 2018, the West Africa and Mediterranean Delegation (WAM) has been created with the objective of developing innovative programs, research and advocacy on migration, human mobility, development and human rights in the region. The WAM Delegation has the overall objective of maximizing development potential and mitigating risks in communities of origin and transit in West Africa. The Delegation brings together the following countries: Senegal, Gambia, Nigeria, Mauritania, Mali, Morocco, Italy and Spain. Alianza por la Solidaridad (Alianza), a member of WAM, is a non-governmental organization born in Spain. For more than 30 years, we have been working for women’s rights and rights related to land and the environment, helping to improve the situation of thousands of people on five continents. Since September 2018, we have been a member of the ActionAid International Federation, extending our influence to more than 50 countries. We work in Mali with our local partners in the sectors of protection, food security, WASH and peacebuilding.

Job Objectives:

As part of Alianza’s interventions in Mali, the Program Manager coordinates the programs implemented in Mali, which aim to support the most vulnerable populations in the Gao region, in the following sectors: protection of survivors of GBV (gender-based violence) and sexual violence, food security and livelihoods, WASH and peacebuilding. The Program Manager is Alianza’s representative in Mali, she is responsible for providing project leadership and coordinates local and international partners, ensuring that project objectives are achieved. She works to develop work plans in line with Alianza and WAM Delegation policies and donor contractual requirements. She also supervises quality control throughout the project life cycle. The Program Manager works under the supervision of Alianza’s Program Directorate and the pool reference person. She manages project activities in Mali from Alianza’s office in Bamako, in collaboration with partners with field missions.

Within the framework of the WAM Delegation, the Program Manager works in collaboration with the different teams and offices that make up the WAM delegation, regarding the development of the action plan, the monthly context report, the sharing of experiences, the organization of cross-border activities, the development of regional projects. She is also the technical focal point within the technical committee of the WAM delegation, contributing to the various projects of the delegation and supporting the definition/implementation of the Theory of Change of the delegation. The focal point at the level of the WAM delegation will be the coordinator of the delegation. Responsibilities: Strengthening the presence of Alianza and ActionAid in Mali. In collaboration with the WAM Delegation, the Program Manager represents Alianza and ActionAid International at the national, regional and local levels. Now that ActionAid International has registered in Mali, responsibilities include supporting the establishment and implementation of policies and procedures, as well as broader organizational development to make Alianza and ActionAid International operational in the country. Institutional Relationship Management. The Program Manager manages donor relations in Mali. She engages in strengthening relationships with institutions, local authorities, partners, local and international NGOs. She represents Alianza and ActionAid International in cluster meetings and other platforms at the national level to exchange good practices in the sectors of intervention.

Project coordination.

Coordinate strategic planning, developing a detailed implementation plan based on objectives, results and activities; Supervise partners in the implementation of activities; Monitor projects including data collection and analysis; Control all financial aspects of projects including budget monitoring, financial reporting, supervision of local partner accounting, audit support and communicate in advance any need for revision; Coordinate the preparation and timely submission of narrative and financial reports, in line with donor requirements and Alianza internal procedures; Develop the creation of key operational and strategic documents. Monitoring, Evaluation, Accountability and Knowledge Management.

– – – – – Monitor activities through regular field missions (if the security situation allows) to ensure that interventions are in line with project objectives and procedures agreed with donors; Document any changes and lessons learned and share information; MEAL Management: Ensure the monitoring of indicators and the revision of verification sources based on the Logical Framework; Monitor the socio-political context of the intervention area and the country, monitor the security context and update the risk analysis; Work and coordinate with Alianza technical specialists (pool) to ensure high quality work. Strategy and development of new proposals.

The Program Manager supports the identification, definition and formulation of new Alianza and ActionAid interventions in Mali, identifies new funding opportunities and new partners. She participates in the development and construction of the WAM Delegation action plan, in collaboration with the WAM Delegation team and ActionAid members, she participates in the development of new proposals. The approximate distribution of effort for the above tasks will be 60% for the management of ongoing Alianza projects and 40% for remaining tasks and contributions to the WAM Delegation, with flexibility around busy and urgent requirements of the different projects.

Requirements and skills:

• Bachelor’s degree. (Valued in the fields of human rights, social sciences and related fields) • Master’s degree in International Cooperation and/or Humanitarian Aid • Good understanding of the human rights-based approach and the gender approach • Knowledge of guidelines and standard operating procedures for the management of gender-based violence and sexual violence (SOP) • Knowledge of project cycle management and methodologies for planning, monitoring and evaluation of projects. • 4 years of experience in the management and execution of humanitarian projects and/or development cooperation with a gender and protection perspective • Knowledge and experience in the economic management of projects. • Experience in project management with Spanish donors is an asset. • A good knowledge of the socio-political context in Mali, as well as the specific conditions that affect women and girls. • Excellent analytical and communication skills. • Capacity in reporting. • Ability to work in a team and with other stakeholders • Excellent command of French and mastery of the local language will be appreciated.
