Information management through evidence-based decision making for a better humanitarian response in Colombia.
CONTEXT
The main objective of this project is to improve overall coordination among humanitarian actors through analysis, evaluation and synergistic information management services.
Through this project, information will be shared between stakeholders to improve decision-making and response capacity.
EVIDEM organizations will share their experiences, knowledge and lessons learned to achieve the goal.
The proposed activities, together with the knowledge and experiences of each of the organizations that make up the EVIDEM consortium, in addition to complementing each other, are aligned with the Flagship Initiative1 by establishing itself as a collective coordination structure for the management of information at the service of humanitarian organizations, facilitating the path to putting people and their priorities, needs and capacities at the center of all actions.
Using its experience and knowledge gained through its long-standing support to humanitarian coordination mechanisms and information management capacity strengthening activities, 3iS aims to strengthen and empower humanitarian partners to leverage and optimize information management tools, technologies, platforms and best practices in their response to a humanitarian crisis. To help achieve this, 3iS will carry out two main activities: 1. Provision of needs-based information management products and services to OCHA and the HCT (Humanitarian Country Team) in Colombia, particularly to align the Joint and Intersectoral Analysis Framework (JIAF) 2.0 methodology, to contribute to an evidence-based HPC. 2. Strengthen and train information management capacities at community level, including indigenous authorities. The EVIDEM consortium will provide a collective response from key information management and analysis actors addressing the identified gaps in assessment, analysis and information management. The proposal seeks to strengthen the capacities of first responder institutions and communities, including indigenous organizations, for anticipatory action and rapid response through analysis, assessment and related coordination capacities to improve preparedness and response capacity to multi-threat crises in crisis-affected areas in Colombia, including an emphasis on coordination and information sharing among humanitarian actors linked to humanitarian access and clusters.

3iS is an international non-profit organization whose role is to provide information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3iS turns data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster and recovery environments, as well as other complex emergency and development contexts.
Description of Services:
The natural person offering these services aims to strengthen the capacities of 3iS contractors and key project actors, including the development of training sessions and the facilitation of training and follow-up workshops for key project personnel, which involves the preparation of materials, coordination of the agenda, means of convening, implementation and evaluation of the experience.
Activities
- Develop the work plan and communicate progress, difficulties and challenges in a timely manner.
- Design and implement the training program in accordance with the project objectives, including indicators for monitoring and follow-up.
- Organize and schedule training sessions with project partners.
- Improve information gathering capabilities, including the development of training sessions and the implementation of training and follow-up workshops for local and civil society organizations. This involves the preparation of materials, coordination of the agenda, means of convening, implementation and evaluation of the experience.
- Coordinate training and capacity building sessions with OCHA, ELCs, NGO forums, local and national authorities and other organizations.
- Proactively coordinate with the community engagement team, seeking synergies between community work in information management and the capabilities of local organizations.
- Jointly generate with the community engagement team a training of trainers guided by national and local organizations with the objective of replicating and adapting the community engagement methodology.
- Adapt and implement technological tools that facilitate learning in information management for national, local organizations and communities.
- Prepare reports on training and capacity building processes for national, local and civil society organizations and authorities.
- Conduct evaluations, monitoring and support in the implementation of information management strategies and tools for national, local and civil society organizations
- Build and implement, together with national, local and civil society organisations, the development of technical guides for the training offered by 3iS.
- Raise training and information management requirements and needs with national, local and civil society organizations.
- Identify information systems and tools that partners and government authorities develop to identify potential complementarities.
- Generate information products with other area partners as required.
- Provide training and guidance to internal team on ethnic focus in information management and products
- To serve as a liaison between humanitarian organisations in matters of information management and exchange.
- Prepare monthly progress reports.
- Ensure coordination with the cross-cutting training team, sharing the progress and results of capacity building with civil society organizations
- Ensure timely and organized delivery of the products agreed in the work schedule.
- Participate in cross-functional team meetings and in knowledge management spaces organized for this purpose.
Skills:
- Skills for the formation and development of competences. Skills for oral and written expression.
- Experience in training activities.
- Proven experience in training program design.
- Ability to work based on objectives and meet standards through management indicators.
- Knowledge of the dynamics of internal conflict, its actors and understanding of the policies implemented in the area.
- Advanced office management.
Desirable: Knowledge of parameterization and use of the ODK Collect tool.
Experience:
To be eligible, the natural person providing these services must have at least 2 years of experience developing activities similar to those indicated in these terms. Experience in Non-Governmental Organizations is desirable.
Education:
Accredited professional in the areas of: training and capacity building, related areas.
Languages:
Fluent command of Spanish (speaking and writing) is required, as well as advanced knowledge of English (desirable).

The contractor is expected to conduct himself/herself in a professional manner and to respect local laws, customs and 3iS policies, procedures and values at all times and in all countries.
